Odoo reseller or implementation partner: who to hire

Odoo does not publish a separate reseller tier. The directory that ranks for this search is Odoo's own, titled Find Resellers and headed Implementation Partners, and the partnership agreement appoints those firms, on a non-exclusive basis, to promote and sell Odoo Enterprise. As of October 2026 Odoo's US partner list showed 279 partners: 8 Gold, 25 Silver, and 246 Ready. A user subscription still leaves implementation unowned. Odoo's pricing page states "What's not included in these plans: Implementation service and access to Odoo expert services".
You can buy the subscription from Odoo, name an official partner as the seller and first-level support contact, or hire implementation as its own purchase. The third route is either an Odoo Success Pack or a statement of work from a firm you select. For a new customer, those packs run from USD 493 for 4 hours to USD 21,250 for 200 hours, as of October 2026 on the Success Packs page. None of the three routes makes configuration, data import, and training appear inside the per-user price.
What Odoo means by reseller
Search results collapse three different things into one word. Odoo's public directory is titled Find Resellers and headed Implementation Partners, and it invites buyers to find certified partners worldwide to help implement the software. The legal program behind that page has two types and four levels: Learning Partners, then Official Partners at Ready, Silver, and Gold. Only Official Partners are promoted on the odoo.com partner list. Learning Partners can start implementing without that public listing, and the agreement sets no user or certification minimum for them.
There is a second collision inside the product. Odoo CRM has a module also named Resellers. Its default levels are Gold, Silver, and Bronze, which a company sets for its own channel. Publishing that module creates a /partners page on the customer's website. Those labels are documented on the Resellers CRM page, and they are not the Ready, Silver, and Gold grades in the partnership agreement.
A third page, Software Reseller, is an industry page for companies that resell other software and want Odoo to run that license business. It does not explain how to buy Odoo. If a proposal uses reseller, channel partner, and implementer as synonyms, ask which of these three the firm means, and whether it is an Official Partner, a Learning Partner, or a contractor with no partnership at all.
The parties to the partnership agreement are independent contractors. The agreement says it does not make either party a legal partner, joint venturer, or agent of the other, and it does not give the partner authority to bind Odoo. In the Enterprise Subscription Agreement (version 13, 24 September 2026), the Odoo Partner is a third party you choose. You may later switch to another partner or to Odoo SA directly. You must give Odoo 30 days' written notice before changing the main point of contact.
What Ready, Silver, and Gold measure
Grade is a sales-volume and certification threshold, reviewed quarterly under Partnership Agreement version 11 (19 May 2023). It is not a promise that the listed firm will run your project, staff it with the certified people, or finish data migration. Renewals do not count as users sold. Retention is active customers acquired in the last 3 years divided by all customers acquired in the last 3 years.
- Learning (Net-new Enterprise users, last 12 months: None required · Certified employees: None required · Retention: None required · Listed on odoo.com: No)
- Ready (Net-new Enterprise users, last 12 months: 10 · Certified employees: 1, on at least one of the last 3 versions · Retention: None required · Listed on odoo.com: Yes)
- Silver (Net-new Enterprise users, last 12 months: 75 · Certified employees: 3 · Retention: 70% · Listed on odoo.com: Yes)
- Gold (Net-new Enterprise users, last 12 months: 300 · Certified employees: 6 · Retention: 80% · Listed on odoo.com: Yes)
Thresholds: Odoo Partnership Agreement, seen October 2026. Grade counts are from Odoo's live partner directory on 5 October 2026: 246 of 279 listed US names were Ready. The same directory showed 93 official partners in Canada and 4,454 across all countries.
Official partners commit to be the first level of support for their clients. Enterprise commission paid by Odoo to the partner, which is not a published customer discount, is 10% for Learning and Ready, 15% for Silver, and 20% for Gold. Odoo.sh platform commission is 10% for Learning and 50% for Ready, Silver, and Gold, capped at 150 EUR or 180 USD per month per subscription, or 1,440 EUR or 1,728 USD per year. Ask the bidder to show your unit price on the order form next to the public pair, so a commission Odoo pays the firm is not confused with a discount on your invoice.
Odoo charges the firm an annual partnership fee. As of October 2026 the public partner page lists Learning at USD 990 and Ready, Silver, and Gold at USD 3,950. The agreement says the annual fee is specified in writing at signature and is not refundable. That fee is what the firm pays Odoo to hold the partnership. Keep it off your license invoice and off the project price.
On that same page, Odoo describes the partner's role as configuring the software, setting up hosting, and providing training. The work listed is analysis, configuration, deployment, development, customization, training, and hosting. Partners set their own service fees, and Odoo says it does not take a percentage of partner services. A Gold badge does not set those fees, the hours, or the names on your project. The tests that decide are the named people, the hours they will spend, references you can call, a phase plan, and who owns the code and the database when the project ends. For a closer look at those tests, use our guide on how to choose an Odoo implementation partner.
Three ways to buy, and what each leaves unowned
Odoo publishes a direct answer to "Where can I get implementation services, and how much does it cost?" on the pricing FAQ. Companies under 50 employees usually buy Success Packs and work with Odoo. Companies over 50 employees usually use a local partner from the partner list. Companies over 250 employees are told to contact Odoo. A firm of 20 to 100 people can fall on either side of that line, so headcount alone does not pick the route. The split that matters is who is paid for seats and who is paid for the work.
- Buy on odoo.com and work with Odoo directly (Who sells the subscription: Odoo, at the published Standard or Custom price · Who handles standard-feature support: Odoo, unlimited tickets for bugs and guidance on standard features · What the license fee still excludes: Implementation, expert services, configuration, training, custom-code maintenance, Odoo.sh hosting)
- Name an official partner as the main contact (Who sells the subscription: The subscription remains an Odoo Enterprise subscription; commission is paid by Odoo to the partner · Who handles standard-feature support: That partner is first-level support and may ask Odoo for second-level help on standard features · What the license fee still excludes: The partner's own service fees, which Odoo does not set)
- Hire implementation under its own contract (Who sells the subscription: A live Enterprise subscription is still required before a partner may deliver Enterprise services, including during implementation · Who handles standard-feature support: Follows whoever you name as the main point of contact · What the license fee still excludes: Success Pack hours, or a statement of work covering discovery, import, and training)
A partner must not offer services on Odoo Enterprise to a customer who does not have an Enterprise subscription, including during implementation. A partner may not block or limit your access to the Enterprise license without Odoo's prior written authorization. Keep the subscription in your company's name so a change of implementer stays a notice you can send.
Community is a different download. The download page requires a subscription code for Enterprise installers and offers Community downloads for Odoo 20, 19, and 18 without that code. A partner may still sell services on Community. If the proposal is Community, say so in the contract. Enterprise support terms and Covered Extra Modules belong to the Enterprise subscription. Covered Versions are the three most recently released major versions, with one major release per year.
What a license purchase leaves unowned
The boundary is the one people miss after a call that was only about seats. Standard and Custom include hosting on those plans, maintenance, and unlimited email support. The exclusion list then names implementation and expert services, Odoo.sh hosting for custom developments, in-app credits (SMS, contact autocomplete, lead generation, AI bill and expense scan), and maintenance of custom code. Support hours on the subscription are Monday to Friday, 24/5, in English, French, Spanish, or Dutch, plus free eLearning and upgrades.
Assume a wholesale distributor has accepted a quote for 20 Standard users and nothing else. Nobody has mapped the order screen, imported the product file, or sat with the warehouse lead. The subscription can be active on the day the invoice is paid, and the warehouse still has no configured shipping flow. That gap is configuration, data import, and training, and it sits outside both a direct purchase and a partner-sold subscription until someone writes it into a Success Pack or a statement of work.
Questions about development or customizations need a separate service agreement. If you work with a partner, Odoo subcontracts Covered Extra Module maintenance to that partner. If you work with Odoo directly, Covered Extra Module services are provided only when the database is on the Odoo Cloud Platform. A license-only deal therefore leaves four owners unnamed: who configures, who imports, who trains, and who maintains anything that is not a standard feature.
Our Odoo implementation work starts from that gap: discovery, configuration, data migration, training, and support after go-live, in phases. The license decision can proceed in parallel. The phase plan should exist before the seats renew on their own.
What the user subscription costs as of October 2026
Prices below are the USD figures on odoo.com/pricing in October 2026. Yearly and monthly both appear, so each paid plan is shown as two pairs. The discount applies for 12 months to the initial users ordered. Match the pair on your order form to one of those published pairs.
- One App Free (Published per-user pairs: USD 0 · What you are buying: One app, unlimited users, Odoo Online)
- Standard (Published per-user pairs: USD 24.90 and USD 31.10, and also USD 31.10 and USD 38.90 · What you are buying: All apps, Odoo Online. Hosting, maintenance, and the email support described above)
- Custom (Published per-user pairs: USD 49.00 and USD 61.00, and also USD 61.00 and USD 76.20 · What you are buying: Odoo Online, Odoo.sh, or on-premise, plus Studio, agentic AI, multi-company, and external API. Odoo.sh hosting is not included in the user license)
- Light User (Published per-user pairs: USD 8.90 listed · What you are buying: Odoo says this license is quoted by an advisor, not bought from the public grid)
A paying user is someone with backend access to create, view, or edit documents, or an employee record in the HR app with no linked user. Portal users such as customers and suppliers are not paying users. The subscription renews automatically unless either party gives written notice at least 30 days before the end of the term. On renewal, if the prior price is below current list, Odoo may raise it by up to 7% per year of the previous term.
Assume a single-entity distributor starts with 20 paying users on Standard for finance and inventory. At USD 24.90 per user per month the subscription is USD 498 a month, or USD 5,976 over 12 months. At USD 31.10 it is USD 622 a month, or USD 7,464 over 12 months. The other published pair, USD 31.10 and USD 38.90, would be USD 622 or USD 778 a month (USD 7,464 or USD 9,336 over 12 months). Use the pair written on your order form. The 12-month discount applies to those initial users, and the 7% renewal rule is the later cap while you remain under list.
More of the plan math, including how the pairs sit next to each other, is on our Odoo pricing page. Set the seat total beside the Success Pack hours before you treat either number as the project budget.
Success Pack hours are the published implementation price
Success Packs are Odoo's direct implementation product, separate from the user subscription. New-customer prices as of October 2026 include a stated 15% discount on the first pack. Returning-customer prices are the higher column. Travel is billed separately. Extra modules have extra monthly maintenance.
- Starter (Hours: 4 · New customer: USD 493 · Returning customer: USD 580 · USD per hour, new price: USD 123.25)
- Basic (Hours: 25 · New customer: USD 3,060 · Returning customer: USD 3,600 · USD per hour, new price: USD 122.40)
- Standard (Hours: 50 · New customer: USD 5,950 · Returning customer: USD 7,000 · USD per hour, new price: USD 119.00)
- Custom (Hours: 100 · New customer: USD 10,625 · Returning customer: USD 12,500 · USD per hour, new price: USD 106.25)
- Pro (Hours: 200 · New customer: USD 21,250 · Returning customer: USD 25,000 · USD per hour, new price: USD 106.25)
Per-hour figures are the pack price divided by the published hours. Source: Odoo Success Packs, October 2026. Odoo says the packs cover a dedicated consultant, project management, email and phone support, training and coaching, configuration, and, on higher packs, data-import assistance, onsite consulting, and customization. Odoo cites the Standard pack as the minimum for performance work. Odoo also markets the packs with "98% implementation success rate, vs 65% without success pack (self)" on the Success Packs page. Read that comparison as Odoo's own claim. The page marks it as self-reported.
Put the same 20-user distributor next to the hours. A Starter pack is 4 hours, which can cover a planning call and a short configuration pass on one app. A Basic pack is 25 hours. If the list is a chart of accounts, a product file, customers, open receivables, and a training session for order entry, write those tasks against the 25 hours before you assume they fit. A Standard pack is 50 hours at USD 5,950 for a new customer. At that point the implementation line is in the same range as a year of 20 Standard users at the lower published pairs (USD 5,976 at USD 24.90). Companies that need onsite work should add travel, which the pack page bills separately.
Partner service day rates are the other implementation quote. They are not on Odoo's price list. Ask each bidder to price discovery, configuration, data import, training, and custom-code maintenance as its own lines, with names and hours. Compare those lines with the pack table above, which is the only delivery price Odoo publishes.
Who answers tickets, and who holds the database
Subscription support is unlimited tickets for bugs and for guidance on standard features of the Software and Covered Extra Modules. If you name a partner, that partner is the main point of contact. The partner may ask Odoo for second-level help on standard features. Your team should know the path: a broken standard invoice flow goes to the partner first, and a change to a custom picking rule needs the separate services agreement. A seat quote that says support is included is talking about the first queue.
You can switch later. The Enterprise agreement lets you move to another partner or to Odoo SA, with 30 days' written notice before the main point of contact changes. Ask the outgoing firm, in the statement of work, for the handover of admin access, documentation, and any custom code on that same clock. The partnership agreement already forbids a partner from cutting off the Enterprise license without Odoo's written authorization. Keep a subscriber login your company controls, starting with the first invoice.
On data, the pricing FAQ says "You own your data!" The Enterprise agreement says the customer is the controller of personal data in the database. On termination Odoo must delete all copies it holds or return the data, at your choice, subject to the delays in the privacy policy and any legal retention duty. On Odoo Online you can download a database backup from the control center. Users can also download a manual backup of live data under the Cloud SLA.
Cloud hosting in the Enterprise agreement includes at least three regions (Europe, America, Asia/Pacific), Tier-III or equivalent data centers, 99.9% network uptime, HTTPS, and automated backups replicated in multiple regions. The Cloud SLA describes objectives. Odoo presents those uptime and recovery figures as objectives, and the page does not make them a binding legal commitment. It lists regions europe, americas, asia-pacific, middle-east-and-northern-asia, and oceania. The 99.9% monthly target equals about 45 minutes of unplanned downtime. Replication in-region is near real time. Backups are copied to at least three machines in data centers in Europe and Canada, plus an immutable cold copy. Customers cannot choose or restrict backup regions. Single-server disaster objectives are RPO 24 hours (near zero for SaaS) and RTO 6 hours. Full data-center disaster objectives are RPO 24 hours and RTO 24 hours.
Backup copies go to data centers in Europe and Canada, and the customer cannot choose or restrict those regions. Whether the production database can be placed in one named country is not stated in the Enterprise agreement or the Cloud SLA. Odoo.sh hosting is an extra cost on top of the Custom user license. On self-hosting, you must protect your own files, and Odoo disclaims liability for that data loss.
Odoo Online storage is unmetered up to a review threshold. The Acceptable Use Policy, last updated 7 May 2025, says accounts over 100 GB may be reviewed and customers may be asked to move to Odoo.sh or reduce data. The policy is incorporated into the Enterprise agreement. Violating subscriptions may be suspended without notice, usually without a refund. A distributor loading years of attachments, label images, and signed proofs should ask for a storage estimate before go-live, while the account is still under that review line.
Questions to put in the contract
Walk the list in the order the paperwork usually arrives: access, scope, custom code, hosting, then renewal. Each line maps to a clause already cited above.
- Who is the main point of contact when the subscription starts, and who in your company can send the 30 days' written notice to change that contact or move to Odoo SA?
- Is the Enterprise subscription in your company's name, and will every implementer confirm they will not block or limit license access? The partnership agreement requires Odoo's prior written authorization for any block.
- Which workflows are configuration of standard features, and which are development? Only the first kind sits inside subscription tickets.
- For every Covered Extra Module, who maintains it, and is the database on the Odoo Cloud Platform if you are working with Odoo directly?
- Where does the database run: Odoo Online, Odoo.sh, or your servers? If a bidder sells Odoo.sh, ask for the hosting quote as its own line. The user license does not include it.
- Can you download a backup yourself, and do you accept backup copies in Europe and Canada with no right to pin the region? If you self-host, who tests a restore, given that data-loss liability sits with you?
- What is the initial term, and who calendars the 30-day window before automatic renewal? If your price is below list, budget a possible increase of up to 7% per year of the previous term.
- Will Enterprise services start only after the subscription is live? A partner cannot deliver those services, including during implementation, without it.
- Who owns custom code, Studio customizations, and the documentation when the statement of work ends, and in what format is a handover delivered?
- Which named people will do discovery, configuration, import, and training, for how many hours, and what happens to the calendar if that person leaves the bidder's firm?
Two commercial checks sit beside the legal ones. Ask the bidder to show the partnership level and the certified employees who will join the calls, then judge the proposal on the hours and references. A Ready firm with a clear 50-hour phase can be a better fit than a Gold firm that staffs you with an unnamed bench. And separate the partnership fee the firm pays Odoo (USD 990 or USD 3,950 a year, as published) from any number on your invoice. If a quote labels USD 3,950 as your package, it is using Odoo's fee to the firm as the project price. Ask for the fee to be removed or explained as the firm's cost, then price your hours separately.
How a company of 20 to 100 people should choose
Odoo uses employee count to route the implementation conversation. Under 50, the published path is a Success Pack with Odoo, and you can still hire a firm for the work the pack does not cover. Over 50, the published path is a local partner, and you can still keep the subscription direct and contract services separately. Over 100, and toward the 250-employee line where Odoo asks you to contact them, the published route is to contact Odoo. Standard is Odoo Online and all apps. Custom is the plan that adds Odoo.sh or on-premise, Studio, multi-company, and the external API. Odoo.sh hosting is still extra on top of the Custom user license.
Choose in this order:
- Write the first-phase process list: order entry, inventory, invoicing, and the open balances you must import. If that list is only one app and almost no history, One App Free on Odoo Online is a real option to look at before Standard.
- Price the subscription with the pair on your order form, and count paying users the way the agreement does. Portal customers are free. An employee record in the HR app with no linked user still counts as a paying user.
- Price implementation from the Success Pack table or from a statement of work with hours. If the two numbers are close, as in the 20-user example where a year of Standard and a 50-hour Standard pack can both land near USD 6,000, keep both lines on the budget. The pack does not pay the subscription, and the subscription does not buy the hours.
- Name first-level support. Direct with Odoo means standard-feature tickets go to Odoo, and extra-module work on a non-cloud database is outside that promise. A partner means that firm is the queue, and extra-module maintenance is subcontracted to them.
- Read the backup and renewal clauses before you sign. Region limits and the 7% renewal step are easy to miss on a seat-only proposal.
- Keep the right to switch, in writing, with the 30-day notice and your own subscriber admin.
When we scope that first phase with a client, our target for a first usable phase is 8 to 12 weeks. That target is ours, for a bounded first release, and it depends on the import list, the custom work, and how fast your team can make design decisions. The wider operating model for this size of company is covered under ERP implementation services. Bring the license quote, the pack or the statement of work, and the five answers above. The call is there to decide which route owns the work the subscription leaves out.

Frequently asked questions
Can I switch from Odoo Online to Odoo.sh or on-premise?
Standard is Odoo Online and all apps. Custom is the plan that adds Odoo Online, Odoo.sh, or on-premise, plus Studio, multi-company, and the external API. Odoo.sh hosting is a separate charge on top of the user license. Enterprise installers require a subscription code, while Community downloads for the recent major versions do not.
What is a Light User?
Odoo lists a Light User at USD 8.90 per user per month and says an advisor quotes that license after a meeting, so it is not added from the public price grid alone. A paying user has backend access to create, view, or edit documents, or an employee record in the HR app with no linked user. Portal users such as customers and suppliers are not paying users. Ask which of your roles qualify before you apply the Light User price.
What happens if my Odoo Online database passes 100 GB?
The Acceptable Use Policy, last updated 7 May 2025, says accounts over 100 GB may be reviewed, and you may be asked to move to Odoo.sh or reduce data. That policy is part of the Enterprise agreement. A subscription that violates it may be suspended without notice, usually without a refund. Ask for a storage estimate if you will keep images, signed documents, or a long attachment history.
Can configuration start before the Enterprise subscription is active?
A partner must not offer services on Odoo Enterprise to a customer who does not have an Enterprise subscription, including during implementation. Start the subscription before Enterprise configuration begins. Community is a separate download, and a partner may still sell services on Community, which sits outside the Enterprise support terms.
If I name a partner, can I move support back to Odoo later?
You can switch to another partner or to Odoo SA. Give Odoo 30 days' written notice before the main point of contact changes. While a partner is that contact, the partner is first-level support, and Odoo subcontracts Covered Extra Module maintenance to them. If you work with Odoo directly, those extra-module services are provided only when the database is on the Odoo Cloud Platform.
Do Success Pack hours include travel and custom modules?
The packs include a dedicated consultant, project management, email and phone support, training and coaching, and configuration. Higher packs add data-import assistance, onsite consulting, and customization. Travel is billed separately, and extra modules carry extra monthly maintenance. The 15 percent discount applies to the first pack for a new customer. Later packs use the returning prices, from USD 580 for 4 hours through USD 25,000 for 200 hours.
