Multi-State Sales Tax in Business Central and Odoo With Avalara
Selling into more states multiplies your tax rules: over USD 100,000 in Kentucky and Florida, over USD 500,000 in California, Texas, and New York, with New York also requiring more than 100 sales.
Selling into more states multiplies your tax rules: over USD 100,000 in Kentucky and Florida, over USD 500,000 in California, Texas, and New York, with New York also requiring more than 100 sales. Business Central and Odoo calculate tax on their own, but Microsoft ships a limited set of tax areas and no maintained national rate file, so multi-state sellers connect Avalara AvaTax. The published Select price is USD 79 per state per month for companies under USD 50 million in revenue; the Business Central and Odoo connectors are quote-priced. Here are the nexus tests, the price list, and the setup work an auditor checks.
Where your company owes tax: the nexus tests
The Supreme Court set the current rules with South Dakota v. Wayfair, decided 21 June 2018. It upheld a South Dakota rule requiring remote sellers with more than USD 100,000 in sales or 200 transactions into the state to register and collect, and it overturned the Quill physical-presence rule (Avalara's summary of the ruling). Since then, states have written their own versions, and the versions differ in measurement window, in what counts toward the total, and in whether a transaction count survives.
- California (Registration and collection trigger: Over USD 500,000 in combined sales of tangible personal property delivered into the state · Transaction test: None · Measurement window and what counts: Preceding or current calendar year; the seller and related persons are combined, and nontaxable sales such as sales for resale count toward the total)
- Texas (Registration and collection trigger: Over USD 500,000 in gross Texas revenue · Transaction test: None · Measurement window and what counts: Preceding 12 calendar months; taxable and nontaxable property and services, handling and shipping, sales for resale, and sales to exempt entities all count; collection starts no later than the first day of the fourth month after the month you cross)
- New York (Registration and collection trigger: Over USD 500,000 in gross receipts from tangible personal property delivered into the state, and more than 100 such sales · Transaction test: 100 sales, required alongside the dollar test · Measurement window and what counts: Immediately preceding four sales tax quarters; both tests must be met)
- Florida (Registration and collection trigger: Over USD 100,000 in taxable remote sales · Transaction test: None · Measurement window and what counts: Previous calendar year; sales a marketplace provider already collected are excluded when a marketplace seller measures its own remote sales)
- Kentucky (Registration and collection trigger: Over USD 100,000 in gross receipts delivered into the state · Transaction test: Removed effective 1 August 2026 · Measurement window and what counts: Previous or current calendar year; registration and collection are due no later than the first day of the calendar month that is at most 60 days after you cross)
Table sources: California CDTFA Wayfair FAQ, Texas Comptroller remote sellers page, New York State Tax Department nexus guidance, Florida Administrative Code rule 12A-1.103 via Cornell LII, and Kentucky Revised Statutes 139.340. Confirm every other state you ship into with your tax adviser.
The 200-transaction half of that template is disappearing. Avalara counted 17 states that had dropped a transaction-count test as of 1 August 2026, and put a transaction test in 14 states plus Puerto Rico and Washington, D.C. (its tracking post). Illinois dropped its test on 1 January 2026, and Kentucky dropped it on 1 August 2026. Where a count survives, order volume alone can still create the duty under the South Dakota template.
Deadlines run from the crossing, and they are short. Texas requires collection to start no later than the first day of the fourth month after the month you cross; Kentucky requires registration and collection no later than the first day of the calendar month that is at most 60 days after. The start-date math is the piece companies miss, and it is what turns an unnoticed crossing into a back-tax bill. One dated window to raise with your tax adviser: Avalara's October 2026 update describes an Illinois remote-retailer amnesty covering economic nexus periods from 1 January 2021 through 30 June 2026, open through 31 October 2026, with a simplified 9 percent rate on general merchandise, 1.75 percent on qualifying food, and a waiver of interest and penalties (the October 2026 update).
Marketplace sales need their own check. Florida excludes remote sales that a marketplace provider already collected when a marketplace seller measures its own threshold (the Florida rule). Treatment varies by state, so have your tax adviser confirm each state where you sell through a marketplace.
What Business Central and Odoo calculate natively
Business Central carries a US sales tax engine. Tax groups attach to items and G/L accounts, tax area codes sit on customers, locations, and company information, and each tax area holds the jurisdictions that compose it; Microsoft's worked example is Miami, Florida, split into city, county, and state jurisdictions (Microsoft's US sales tax documentation). The same page carries the limits that matter here: the product ships a limited set of tax areas, Microsoft directs users to a tax advisor, and the documentation publishes no maintained national rate file.
Rate maintenance is the workload that grows with your state count. Avalara updates US rate and rule content on the first of each month and posts the change list at least a day ahead (its rate update note). The changes are real: Washington, D.C.'s general rate rises from 6 to 7 percent on 1 October 2026 (Avalara's October 2026 update). A single-state company absorbs that cadence with an occasional review. Once a company is collecting in multiple states, rate maintenance is a standing job, and that is where native tables stop being the right tool, because Microsoft ships no maintained national rate file.
Odoo's native mechanism for US tax is fiscal positions, mappings that apply a set of taxes to a customer or document type. Practitioners are direct about where that breaks. One r/Odoo user put it: 'You'll need Avatax to manage taxes if you sell in the US as it's too complicated to manage by fiscal positions,' and added: 'For Canada the fiscal positions are enough as the rules here are by jurisdiction and there are only 13' (the thread). For scale, the AppSource listing for Avalara's Business Central connector counts more than 13,000 US sales and use tax jurisdictions.
How the Avalara connector works in Business Central
Avalara publishes its AvaTax connector for Business Central on Microsoft AppSource. The listing offers a free trial, supports both Essential and Premium editions of Business Central, and describes rooftop-accurate rates across more than 13,000 US sales and use tax jurisdictions, use tax self-assessed from accounts payable, and exemption certificate capture. It carries no price. The page tells buyers to contact Avalara for the subscription.
The connector tracks Business Central releases closely. Avalara's compatibility table, updated around July 2026, maps Business Central 27.0, 27.4, and 27.5 to connector version 27.0.34.0v2, and puts 27.5 and 28.0 on a later connector line. Zero Touch login starts at 27.0.34.0v2; older connectors, through version 27.0.33.0v2, sign in with an account ID and license key (the compatibility table). Inside Business Central, setup maps a tax area code of AVATAX and assigns sales and purchase G/L accounts, including a use-tax accrual account that catches self-assessed use tax on vendor invoices.
On-premises installs add two prerequisites: the license file must include granule 14073210, AvaTax Sales Tax, which Avalara describes as a free granule, and the Data Encryption module must be enabled before the connector is configured (Avalara's on-premises onboarding guide).
Installing the extension takes minutes. Making its output hold up in an audit is the configuration project, and that pattern runs through Business Central apps from AppSource generally: the app is the small part, and the setup around it is the work.
Avalara in Odoo: Included versus Direct
Odoo documents two routes to AvaTax for US and Canada companies (the Odoo 19 documentation). Avalara Included runs on Odoo's in-app purchase credits. It targets lower volume, caps at 5,000 transactions a year, and consumes one credit each time an invoice or credit note posts with an AvaTax fiscal position. First-line support comes from Odoo. Avalara Direct is a contract with Avalara, supported by Avalara, and companies past 5,000 transactions a year must use it. On both routes, returns preparation, filing, and remittance are add-ons. The IAP catalog lists Avalara Included for North America with 10 free credits; paid pack prices do not appear on the catalog summary.
The cap arrives faster than controllers expect. Assume a company posts 500 customer invoices and credit notes a month: 5,000 credits are gone before the year closes, and the Direct contract becomes mandatory. Avalara's Odoo page says Direct pricing depends on transaction volume, jurisdictions, and which apps connect, naming Accounting, Invoicing, Sales, eCommerce, and POS where configured. The configuration work on either route, item tax codes, certificate matching, and fiscal positions, is standard Odoo implementation territory (our Odoo services). A company already near the cap should price Direct from the start and skip the mid-year move between support models.
What Avalara costs, and what the price list leaves out
Avalara publishes one clear price ladder as of October 2026:
- Select Core Compliance (Published price: USD 79 per state per month, or USD 799 per state per year, for companies under USD 50 million annual revenue · What it covers: AvaTax calculation across 12,000+ US jurisdictions (the Select page's count), Managed Returns, nexus monitoring in all 50 states, and AvaTax Exemptions)
- Select Core Compliance + SST Services (Published price: USD 69 per state per month, or USD 699 per state per year · What it covers: State-funded calculation, filing, and remittance in participating SST states for qualifying volunteer sellers)
- License Guidance (Published price: From USD 119 · What it covers: An advisory service, separate from the ERP connector)
- Sales tax registration (Published price: USD 403 per location · What it covers: Outtasked registration filings with each state)
- AvaTax for Business Central (Published price: Not published; free trial offered on AppSource · What it covers: Connector subscription sold by Avalara, priced by quote)
- Avalara Direct for Odoo (Published price: Not published · What it covers: Quoted on transaction volume, jurisdictions, and products)
Price sources as of October 2026: Avalara's sales tax pricing page, the AppSource listing, Avalara's Odoo product page, and Odoo's IAP catalog.
The catch is the connector list. The published integrations for both Select plans run to ecommerce and accounting tools: Amazon, BigCommerce, Campfire, DualEntry, eBay, Etsy, Miva, QuickBooks Desktop, QuickBooks Online, Rillet, Sage 50, Shopify, Shopify Marketplace Connect, Stripe, Tabs, TikTok, Walmart, and WooCommerce. Business Central and Odoo are absent from that list. Avalara routes other systems, ERPs included, to a Custom plan built on its 1,400+ signed partner integrations, and a separate FAQ on the pricing page names Microsoft Dynamics among prebuilt ERP integrations on the broader platform (the pricing page). The practical reading: USD 79 per state is the published Select price, and an ERP connector is a quote. Do not budget by multiplying USD 799 across every state you ship to; nexus monitoring across all 50 states sits inside the per-state Select price.
Two contract details need confirming in writing. Avalara's August 2026 announcement described a three-state minimum per filing entity for Core Compliance; the pricing page shown in October 2026 no longer repeats it (the August 2026 post). And the Business Central or Odoo connector price is unpublished, so the quote is the only number that counts for your budget.
Setup help is a separate line. Avalara Guided Implementation is a flat one-time fee, amount unpublished, with unlimited sessions until every connector on the order is live. Its September 2026 post lists Dynamics 365 Business Central among supported accounting and ERP connectors and says many customers configure AvaTax and Returns in one 45-minute call (the September 2026 post).
Finance teams living with monthly filings have priced the alternative already. One r/Odoo user put it: 'It ends up being cheaper to pay for AvaTax than pay for the time of someone in house' (the thread). The hours behind that quote recur every month. The subscription bills on a schedule and calculates on every transaction.
Exemption certificates: the file an auditor opens first
Avalara's developer documentation separates exemption handling into four levels (Handling tax-exempt customers). A free-text exemption number flags a transaction as exempt, with no certificate image behind it. Entity or use codes classify the customer type. AvaTax exemption certificate records tie a certificate to a customer code. Exemption Certificate Management, sold as a separate product, stores certificate images and runs collection campaigns.
The Select plans include AvaTax Exemptions, the lighter record-keeping tier (the pricing page). For the full product, Avalara positions ECM Essentials at companies with fewer than 1,000 tax-exempt customers and straightforward scenarios, and ECM Pro for campaign collection, OCR validation, and a form library that integrates with AvaTax (the ECM Pro page). Prices for both are unpublished.
Matching is where the file breaks. A user on an r/shopify thread about resale certificates named it directly: 'The real pain point: validating that the certificate matches the business name/TIN' (the thread). Translated into ERP work: the customer code in Business Central or Odoo has to match the certificate record, and the certificate's legal name has to match the entity you invoice. A free-text exemption number with no image behind it moves the proof out of the system and into your files, which is where an auditor starts.
Setup work that remains a project
Avalara says many customers configure AvaTax and Returns in one 45-minute call. What follows that call decides whether the audit file holds. Before the first live invoice, expect to work through:
- The company profile in Avalara: where you hold physical presence and which states you collect in now.
- The connector mapping in the ERP: the AVATAX tax area plus the sales, purchase, and use-tax accrual G/L accounts.
- Item tax codes, so taxable and exempt products behave correctly in every state.
- Ship-to address quality, because the rate comes back from the address Avalara receives.
- Customer codes matched to exemption certificate records.
- A sandbox run on test data before production license keys go in.
- On-premises only: granule 14073210 confirmed in the license file and Data Encryption enabled.
The AppSource free trial is the start of the evaluation; go-live is a different milestone. Between them sit the nexus assignments, the item codes, the customer matches, and a first month of parallel checks where AvaTax output gets compared against what the old process would have charged. Flectic's target for a first usable phase, tax included, is 8 to 12 weeks. Treat a same-week switchover promise as a scope question to put to the vendor. Our Business Central implementation services run this sequence with your controller in the room, and our overview of ERP for wholesale distributors sets the wider stack around it.
Streamlined Sales Tax: when states cover the filing bill
Twenty-four states fund calculation, filing, and remittance for qualifying volunteer sellers through the Streamlined Sales Tax program, and Avalara lists them as Arkansas, Georgia, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Nebraska, Nevada, New Jersey, North Carolina, North Dakota, Ohio, Oklahoma, Rhode Island, South Dakota, Tennessee, Utah, Vermont, Washington, West Virginia, Wisconsin, and Wyoming, with Pennsylvania covered through a similar state program (the pricing page). Avalara says it is one of five Certified Service Providers and that, in that role, it assumes liability for calculation errors in covered SST states.
Four tests set volunteer status, each measured over the 12 months before registration in that state: no fixed place of business for more than 30 days, less than USD 50,000 of property in the state, less than USD 50,000 of payroll, and less than 25 percent of total property or total payroll located there. Economic nexus alone does not disqualify a seller, so crossing a dollar threshold keeps the SST door open. California, Texas, Florida, and New York are outside the program entirely. A distributor shipping from one home state can pass the volunteer tests in most SST states. A manufacturer with a plant in an SST state fails the fixed-place test there and pays the standard plan for that state. Payroll in that state fails the volunteer test only at USD 50,000 or more, or at 25 percent or more of total payroll. A smaller payroll can still qualify. The Select plan built around this is Core Compliance + SST Services at USD 69 per state per month (the pricing page).
The order to do this in
- Test every state you shipped into over the last 24 months against its current threshold, using the table above for the five state-sourced rows and your tax adviser for the rest.
- Register in each state you have crossed, on its deadline: the first day of the fourth month after crossing in Texas, and the first day of the month at most 60 days after crossing in Kentucky.
- Choose the calculation path: native tax areas for a single-state footprint, and AvaTax once rates multiply across states.
- Load exemption evidence at the level your customer base needs, with customer codes matched to certificate records.
- Pick the filing path: Avalara Managed Returns or the Odoo Returns add-on, or keep returns with your accountant on ERP reports.
Registration has statutory deadlines; the ERP work recurs at every close. If the state list has outgrown the spreadsheet, our finance systems work and the Business Central and Odoo pages above show how the fix gets phased. Confirm the state law questions with your tax adviser first; the ERP questions we can answer on a short call.

Frequently asked questions
Do I have to collect sales tax in a state where I have no office, warehouse, or employees?
Yes, that is what economic nexus means. Since South Dakota v. Wayfair was decided on 21 June 2018, states can require remote sellers who cross their threshold to register and collect. The thresholds differ by state, so test each state where you ship and confirm the details with a tax adviser.
Is the test USD 100,000 or 200 transactions, and did my state drop the transaction count?
South Dakota's rule was more than USD 100,000 in sales or 200 transactions, and states adopted versions of both tests. Avalara counted 17 states that had dropped a 200-transaction test as of 1 August 2026, leaving a transaction-count test in 14 states plus Puerto Rico and Washington, D.C. Illinois dropped its test on 1 January 2026, and Kentucky dropped it on 1 August 2026.
Do marketplace sales still count toward my nexus threshold?
It depends on the state. Florida excludes remote sales that a marketplace provider already collected when a marketplace seller measures its own remote sales. Ask your tax adviser to confirm the treatment in each state where you sell through a marketplace.
Is the Avalara app on AppSource free once the trial ends?
No. The AppSource listing offers a free trial of the AvaTax connector for Business Central, but the subscription is an Avalara account whose price is not published on the listing. The only way to get your number is a quote from Avalara.
If a customer emails a resale certificate, is the invoice automatically exempt?
No. Someone has to record the exemption so the tax calculation recognizes it, either as a certificate record matched to the customer code or through a certificate management product that stores the image. The certificate's legal name has to match the entity you invoice.
Who files the return: the ERP, Avalara, or my accountant?
The ERP calculates the tax on each transaction, and the return is a separate job. Avalara's Managed Returns, or the Returns add-on in Odoo, prepares and files the return and remits the payment. Your accountant can also file from the reports the ERP produces, and registration with each state is its own step.
Can I get calculation and filing paid by the state through SST if I already have economic nexus?
Often yes. Avalara states that economic nexus alone does not disqualify a volunteer seller, and its Select plan for SST states is priced at USD 69 per state per month. The volunteer tests look at property, payroll, and days of presence in each state, and California, Texas, Florida, and New York sit outside the program.
