A Business Central partner in Ontario is usually three things at once: the reseller who sells the subscriptions, the firm that configures the system, and the advisor who decides how Canadian tax and banking get set up. Microsoft's Canadian price list shows Business Central Essentials at CAD 108.50 per user per month and Premium at CAD 149.20 per user per month as of October 2026, and Microsoft sends buyers to a partner to purchase (Microsoft Canada pricing). A designation scores the firm. The decisions that move your outcome are the named consultants and the Canadian configuration lines in your quote.
Implementation is a separate line, and the public Canadian ranges run wide: CAD 15,000 for a small, clean finance project at one firm (published range), up to CAD 320,000 at the top of another firm's band for 25 to 50 users (published band). This page separates the reseller from the implementer, collects the public Canadian price points, lists the Canadian setup work that decides whether the system fits how your company operates, and closes with the questions that sort a shortlist.
What a Business Central partner in Canada does
Four shapes overlap under the word partner: the Cloud Solution Provider (CSP) reseller who holds your subscription, the delivery firm that builds the system, software vendors that publish Canadian add-ons for banking, payroll or warehouse work, and independent or remote specialists who build without holding the licence. One firm can play several of these parts. The differences show up in what you pay, who answers when something breaks, and whether the Canadian pieces are in scope.
Business Central reaches Ontario companies through the partner channel. Microsoft Canada's pricing page tells buyers to contact a partner to purchase the licences, or to get an assessment, consulting or additional pricing (Microsoft). The subscription always has a reseller of record. The rest varies by firm.
The licence reseller
Servicing Business Central subscriptions takes a partner ID from Microsoft and enrolment in the CSP program as an indirect reseller or a direct-bill partner, and both types can support a customer once a reseller relationship is set up (Microsoft Learn). Geography is wired into the same system: a CSP partner can sell into a country only when its tenant and CSP account sit in the regional CSP market covering that country, and the offer must be available in both the partner's country and yours (same source). A firm outside Canada can serve Toronto when it runs a CSP operation registered for Canada, which is a fair question to put to any bidder.
Direct-bill status carries a high bar: the prior 12 months as an authorized indirect reseller, at least USD 1 million in CSP transactional revenue over the trailing 12 months at the partner global account, at least one Solutions Partner designation, a managed service or IP offering, the Partner Center security requirements, and an Advanced or Premier Support for Partners plan (Microsoft Learn). The status also comes with no promise of a Microsoft account manager (same source). Ask each bidder to state whether they hold direct-bill status or operate as an indirect reseller.
The implementation firm
Configuration is a different purchase: chart of accounts, tax areas, data migration, reports, training and support. The subscription and the build can come from the same firm or from two. What you are buying from the builder is consultant time and judgment, and the public Canadian numbers for that time sit two sections down.
What a Microsoft partner designation proves
Microsoft's current designation for a Dynamics 365 practice is Solutions Partner for Business Applications. A firm earns it with at least 70 of 100 points and at least one point in each scored category: net customer adds (up to 15 points), intermediate certifications (20), advanced certifications (15), usage growth (30) and deployments (20) (Microsoft Learn). The score adds up results across the company, so the next question is which named consultants land on your project.
The Silver and Gold competencies on many older Toronto pages were retired by Microsoft on 30 September 2022 (MSDynamicsWorld). A page that still leads with Microsoft Gold leads with a badge that left the program in 2022.
The public check on a reseller is procedural. Microsoft's guidance points customer administrators to the marketplace partner directory, where the partner sends a relationship request and the customer accepts it (Microsoft Learn). That step confirms who holds your subscription, which matters once support splits between a reseller and a builder.
360 Visibility's Toronto page makes the point from its own sales copy: "A certification badge doesn't run your implementation. Delivery experience does." Apply the test to every bidder, badge included: names of the consultants, their certifications, the last three go-lives at a user count near yours, and a phase plan with dates. We work that way on every project. The full checklist lives in our Business Central implementation partner guide, and our Business Central implementation for Canadian companies page shows how we phase the work.
What Business Central licences cost in Canada
Canadian list prices are public, so the licence line should land near the same number from every bidder. A reseller can invoice the licence exactly and still leave HST areas, GIFI mapping, cheque layouts and bank files out of the services scope, which is why the services side of this page deserves equal attention.
- Business Central Essentials: CAD 108.50 per user per month, paid yearly
- Business Central Premium: CAD 149.20 per user per month, paid yearly
- Business Central Team Members: CAD 10.90 per user per month, paid yearly
Microsoft Canada publishes the three plans with annual billing and applicable tax on top (Microsoft). United States list prices rose on 1 November 2025 to USD 80 for Essentials and USD 110 for Premium, with included storage raised to 3 GB on Essentials and 5 GB on Premium; Microsoft describes those figures as informational and notes that local list prices can differ (Microsoft blog). The March 2026 licensing deck shows Team Members at USD 8 per user per month on the United States list. Canadian buyers pay the Canadian list.
Microsoft's Canadian page stops at the three per-user plans. A cost guide on MSDynamicsWorld adds the Device licence at CAD 61 per device per month as of October 2026, published by a partner (MSDynamicsWorld). If a bid includes device licences, ask which price it used.
What a 25 person company pays in year one
Assume 25 staff, of whom 12 need full Essentials access and 13 need the Team Members plan. At list, the licence line is 12 at CAD 108.50 plus 13 at CAD 10.90, which totals CAD 1,443.70 a month and CAD 17,324.40 a year before tax (Microsoft). Services come on top, and in year one they are usually the larger line. We keep the full licence math per role in our Business Central pricing guide.
What implementation services cost: published Canadian ranges
A few Canadian firms publish services numbers. Treat every figure below as partner marketing for orientation; the firms disagree with each other, and none of it is a tendered price.
- Gestisoft, April 2026: 15,000 to 30,000 for small Canadian finance and basic operations with clean data and limited customisation; 75,000 to 200,000 and up for mid-market work with manufacturing, multiple entities, payroll integration or legacy migration
- Alphavima: 45,000 to 110,000 under 15 users on one entity; 130,000 to 320,000 at 25 to 50 users with inventory and two or three integrations, plus 40,000 to 90,000 a year in licences
- Evolvous, April 2026: 40,000 to 75,000 for simple projects; 75,000 to 135,000 for mid-size work with integrations; 140,000 and up for multi-entity or industry-specific scope
Gestisoft's July 2026 cost article adds context: year one totals for Canadian projects at CAD 40,000 to 250,000 and up, small-project services at CAD 25,000 to 60,000 plus CAD 10,000 to 25,000 of annual licences, and mid-market services at CAD 75,000 to 175,000 plus CAD 25,000 to 95,000 of licences (Gestisoft). The same article opens with three bids for one scope: CAD 65,000, CAD 180,000 and CAD 310,000.
Day rates and contractor pay
- Architect: 1,900 to 2,800
- Senior functional consultant: 1,500 to 2,200
- Functional consultant: 1,100 to 1,700
- AL developer: 1,300 to 2,000
- Project manager: 1,300 to 1,900
Alphavima publishes those figures as indicative Canadian and US day rates and notes that partners rarely publish rates at all; an offshore blended column on the same page runs lower, with architects at 900 to 1,400.
Sabre Limited, an Ontario firm, observed consulting rates moving from about CAD 200 an hour toward CAD 250 between early 2020 and early 2024, with large firms charging CAD 300 to 350 (Sabre Limited).
Contract postings set a floor, because they show pay to the person. A Robert Half posting for a contract Business Central consultant in Waterloo, remote with some southwestern Ontario travel, listed CAD 45 to 65 an hour (Indeed). Toronto postings listed CAD 80 to 85 an hour, corp-to-corp, for a functional consultant with LS Retail experience, and CAD 80 to 100 an hour for a Dynamics finance contract (CareerBeacon). A blended bid rate near contractor pay points to junior staffing; senior work bills more per hour and uses fewer hours.
Why one scope draws three bids
Entity count, integrations, migration depth, customisation and reporting all multiply hours, and each bidder weights them differently. The number that matters in a bid is the hour count behind it and the named team that spends those hours. The checklist below turns that into direct questions.
The Canadian setup the standard version leaves open
Microsoft ships a documented Canadian version of Business Central: sales tax and GST or HST reporting, unrealized sales tax and payment discounts, use tax and purchase tax, deposits, electronic payments, troubleshooting reports and GIFI codes (Microsoft Learn). Payroll is absent from that list. The distance between the documented list and live Ontario operations is where partner scope gets decided.
- Rates by province (In the standard Canadian version: Tax setup covering GST, HST and provincial sales tax, with unrealized tax and payment discounts (Microsoft Learn) · Your decision: Tax areas per customer and vendor, tested per province)
- Filings (In the standard Canadian version: GST or HST return data written to a .tax file for Internet File Transfer (Microsoft Learn) · Your decision: Whether the .tax file sits inside your month end close)
- Chart of accounts (In the standard Canadian version: GIFI codes mapped to ledger accounts and reportable by code; the CRA requires GIFI-coded statements with a T2 return (Microsoft Learn) · Your decision: Mapping your existing chart onto GIFI during migration)
- Cheques (In the standard Canadian version: Layouts that print in English, French or Spanish, in US or Canadian formats, including stub/stub/cheque (report 10411) and stub/cheque/stub (report 10412) (Microsoft Learn) · Your decision: Cheque stock, the bank account, and whether cheques print at all)
- Bank files (In the standard Canadian version: A CA country export format and a CA EFT DEFAULT data exchange definition (MSDynamicsWorld) · Your decision: A bank-specific definition or an app, proven against your bank)
- Payroll (In the standard Canadian version: Absent from the Canadian functionality list (Microsoft Learn) · Your decision: A dedicated payroll system or an app that posts to the ledger, priced as its own line)
- Documents (In the standard Canadian version: Interface language independent of the legal version; a company-wide default language for customer documents set in Company Information (Microsoft Learn) · Your decision: Which documents your customers need in French)
Sales tax across provinces
Ontario charges a single 13% HST (Canada Revenue Agency). The complications arrive at the borders: Nova Scotia's HST sits at 14% as of 1 April 2025, British Columbia and Manitoba combine 5% GST with 7% PST, Saskatchewan pairs 5% GST with 6% PST, and Quebec adds 9.975% QST on top of 5% GST (same source). The Canadian version handles the awkward case by design: when a vendor has no presence in the province of purchase, the vendor charges GST or HST only, and a separate provincial tax area tracks the PST the purchaser remits to the province (Microsoft Learn). Buying from or selling into those provinces makes the tax areas and the self-assessment flow configuration work, and the work belongs in the quote. Registration has its own trigger: most businesses register for GST or HST once taxable supplies pass CAD 30,000 in a single calendar quarter or over four consecutive quarters, with a CAD 50,000 threshold for public service bodies (Canada Revenue Agency).
Payroll runs as its own project
Payroll is absent from Microsoft's Canadian functionality list (Microsoft Learn), which leaves T4s, ROEs and remittances to a dedicated payroll system or an app that posts summaries to the ledger. The failure mode is a quote that assumes payroll is included by default, so put payroll on the requirements list and make each bidder show, on screen, how their approach produces T4s and ROEs and what posts at each pay run.
Bank files and French documents
Base Business Central ships a CA country export format and a CA EFT DEFAULT definition for electronic funds transfer (MSDynamicsWorld). A 2023 practitioner test against TD and RBC sample files found the standard definition matched one of the two banks (same source), so Canadian EFT usually ends with a bank-specific definition or an app. A Marketplace app named 360 Canadian EFT ships CPA 005 payables files preconfigured for banks including HSBC, Scotiabank, TD and CIBC (Microsoft Marketplace). Whichever route a bidder proposes, make a payment file your bank accepts the acceptance test for that line.
Language works separately: the Canadian legal version runs with the interface in English, French, German or another supported language, and the default language for customer documents is a Company Information setting (Microsoft Learn). Cheque images print in French when you need them (Microsoft Learn). If Quebec customers are in your future, name the document set that must be in French and put it in scope.
Every line in this section is configuration with hours attached, which is why two companies with the same head count can land in different price bands.
Whether a Toronto office changes the outcome
Two details from the current Toronto pages show how loose the address signal is: Queue Associates' Toronto page lists its Canada headquarters at 15 Allstate Parkway in Markham, and 360 Visibility offers on-site work across the Greater Toronto Area where a buyer needs it. Neither detail tells you who lands on your project.
On-site days buy three things: discovery interviews where a workflow lives in one person's head, user acceptance testing where your finance team signs off, and training for users who learn better in person. Configuration, data loads, report writing and support are screen work, and seniority matters more than distance once the workshops end. Ask each bidder to price on-site days as a separate line so you decide which sessions justify travel, and ask where the consultants who travel sit the rest of the week.
How to compare the firms on your shortlist
Self-reported numbers dominate the local pages. Rand Group's Toronto page cites nearly two decades of Microsoft work and 90% client retention. 360 Visibility cites 97% retention and more than 100 Dynamics implementations. MSDynamicsWorld's write-up of Endeavour Solutions describes a Toronto head office among six Canadian cities and more than 1,200 active clients, with recent public work aimed at municipal government. Each figure is the firm's own. The verifiable version of the same question is the last three go-lives in Ontario at a user count near yours, with permission to call those customers.
Gestisoft's partner guide puts the support question plainly: "If support is an afterthought in the sales conversation, it will be an afterthought in the relationship." Support is also where the reseller-builder split shows up, so nail it down in writing: who logs Microsoft cases, who answers your users, in which hours, and at what rate. The same MSDynamicsWorld cost guide from earlier prices emergency support outside the standard contract at CAD 150 to 300 an hour (MSDynamicsWorld).
Seven questions separate a delivery partner from a licence seller:
- Who will be on my project: names, roles, certifications such as MB-800, and their other commitments during my window?
- What are your last three go-lives in Ontario at a user count near mine, and may I call those customers?
- Who holds the CSP relationship after go-live, and who logs Microsoft support cases?
- What do after-hours and emergency support cost, in writing?
- Is data migration priced as its own line, with my source systems named?
- Will you demo Ontario HST posting, a GST or HST .tax file, GIFI reporting, a cheque and an EFT file on my data before I sign?
- What does the phase plan look like with dates, and what does the fixed part of the price cover?
A bidder who answers all seven in the first meeting, with numbers and names, is worth a second meeting. Our ERP implementation services page describes how we staff, phase and price projects of this size.
Where Flectic fits
Flectic is an implementation firm. We are an independent consultancy that implements Business Central and Odoo for companies of 20 to 100 people in the US and Canada, earn no vendor quota on either, and hold no certification from either vendor.
Choose Flectic if
- You have 20 to 100 people and want the Canadian setup, such as Ontario HST, GIFI codes and bank files, named as its own lines in a written first-phase scope.
- You want a written Business Central versus Odoo recommendation before you commit to a platform.
- You want a named senior consultant leading the work, with us alongside your team through the first month-end close on the new system.
Look elsewhere if
- You need a Microsoft Solutions Partner for procurement or a vendor relationship.
- You need an Ontario office for on-site work or after-hours support contracts.
- You run multi-country Finance and Operations or have well over 100 users.
Our Business Central implementation page covers what a first phase includes.
What a first phase with Flectic looks like
Flectic implements Business Central for Canadian companies in phases sized to a 20 to 100 person operation. A first phase carries finance and the one or two operational workflows your day runs on, with Ontario tax areas configured, the chart of accounts migrated and mapped to GIFI, and one bank file proven against your bank. Our target for a first usable phase is 8 to 12 weeks. The work runs on the Flectic Accelerated Delivery Framework: fixed scope per phase, data migration as its own workstream, and a named consultant accountable for every Canadian configuration item through go-live.
Bring four things to a first call: your user list by role, your current system and how much history it holds, last year's filings, and one real payment file from your bank. You will leave with a phase plan you can price against any other bid.
How Flectic can help
If your shortlist is Business Central partners in Ontario, put the seven questions above to every firm, including us. The useful answers are names and what the fixed part of the price covers.
Flectic implements Business Central for companies of 20 to 100 people in the US and Canada, in phases. We are independent: we earn no vendor quota, hold no certification from either vendor, and will say so if Odoo fits better. The discovery call is free, and Flectic then sends a written proposal with a fixed price for each phase before work starts.
We work alongside your team through the first month-end close on the new system. See what the Business Central and Dynamics 365 work covers, bring your user list and a real bank payment file, and book a free discovery call.

Frequently asked questions
Can I buy Business Central licences from one Canadian partner and hire a different firm to implement?
Yes. The subscription sits with the Cloud Solution Provider reseller of record, and implementation is a separate contract you can award to another firm. Microsoft enrols both direct-bill and indirect resellers to service licences and support customers, and a reseller relationship is set up between the partner and your tenant. Settle before signing who logs Microsoft support cases and how a handover between firms would work.
What happens to support if the reseller who sold the licences is not the firm that configured the system?
Support splits in two: platform and subscription issues go to the reseller of record, and questions about your configuration go to the firm that built the system. Put both relationships in writing, with response times, business hours and after-hours rates in Canadian dollars. Name the person or partner who can escalate a case to Microsoft.
Does Business Central include Canadian payroll, T4s and ROEs?
Canadian payroll is absent from Microsoft's list of Canada local functionality, so treat payroll as its own workstream: a dedicated payroll system or an app that posts summaries to the general ledger. Ask each bidder to show their approach on screen and to price it as its own line. T4 and record of employment output then follows the payroll product you choose.
Do I need French invoices as well as an English interface?
Business Central keeps the interface language separate from the Canadian legal version, and the default language for customer documents is a setting in Company Information. Cheque images can print in English or French. Whether particular customers require French documents depends on your sales base, so write the requirement down before configuration starts.
Is on-site discovery in the GTA worth a premium over remote delivery?
On-site days earn their cost at discovery, user acceptance testing and training for a finance team that learns best in person. Most configuration, migration and report work runs over video. Ask each bidder to price on-site days as a separate line, and confirm the consultants who travel are the ones who stay on the project.
Will a partner outside Canada get Ontario HST, out-of-province PST and GIFI right?
The Canadian items are standard configuration: tax areas for Ontario's 13% HST and for GST plus PST provinces, self-assessed provincial tax, GIFI codes mapped to the chart of accounts, and a .tax file for the GST or HST return. A partner also needs a CSP operation registered for the Canadian market to sell the licences into it. Require a working demonstration of each item on your own accounts during selection, and the firm's address stops being the deciding fact.
