Cloud based ERP cost for a 40-person company

For a 40-person company, cloud based erp license cost over three years splits into two stacks.

For a 40-person company, cloud based erp license cost over three years splits into two stacks. As of October 2026, Business Central Essentials is USD 80 per user per month, paid yearly: USD 115,200 for 40 named users over 36 months if that list price holds. In Canada the same plan is CAD 108.50 per user per month, or CAD 156,240 over 36 months before tax. Odoo Standard is Odoo Online only, at USD 44,784 to USD 56,016 over 36 months. Odoo.sh requires Custom at the labeled pairs, USD 87,840 to USD 109,728 for 40 users, and hosting stays extra and unpriced here.

The cloud ERP guide explains the deployment models. This page stays on the bill: who needs a full license, which cloud you can buy, what storage and credits add, and what the contract does when you renew or leave. US list prices are on Microsoft's Business Central pricing page. Microsoft states that "Prices shown are for informational purposes only and may not be reflective of actual list price", and the checkout price can differ by currency, country, and region. You buy through a Cloud Solution Provider, for purchase, assessment, and additional pricing, not by checking out on the product page.

What the monthly subscription includes

Business Central and Odoo both sell cloud ERP software as a named-user subscription. The line on the quote is not the same bundle.

Paid Business Central license types are Essentials, Premium, Team Member, and External Accountant. Read-only access inside Microsoft Teams can use a Microsoft 365 license on top of an Essentials or Premium subscription. A Device license covers a shared shop-floor, warehouse, or point-of-sale device and is concurrent, so it is not one named person. Essentials or Premium includes one production environment and three sandbox environments. The environment country sets the localization and the Azure geography where the database is stored. Canada maps to the Canada geography. The United States maps to the United States geography.

Odoo Standard includes all apps on Odoo Online. Hosting on Odoo Online is included, with storage up to 100 GB, after which Odoo may ask you to move to Odoo.sh or reduce data. Custom adds Odoo Online or Odoo.sh or on-premise, plus Odoo Studio, agentic AI, multi-company, and external API. The pricing page says Odoo.sh hosting is not included in the user price. Plans also include daily backups on two continents, email, security, monitoring, weekday email support in English, French, Spanish, or Dutch, and upgrades. The same page leaves out implementation, in-app purchase credits (SMS, contact autocomplete, lead generation, document scan), and maintenance of custom code. One App Free is one app, unlimited users, on Odoo Online. That is a single-app offer, not a finance and inventory system for 40 people.

Who among 40 people needs a full license

A 40-person company is not automatically 40 full users. The expensive mistake is the mirror image: putting people who post orders, invoices, or inventory on a cheap seat, then discovering the license blocks the work.

On Business Central, Team Members list at USD 8 per user per month in the United States and CAD 10.90 in Canada, paid yearly. Forty Team Members at the US list price are USD 11,520 over 36 months. That arithmetic is the wrong budget if those people post transactions. Team Member entitlements cap what that user can do even if an admin assigns broader permission sets. Users with an Essentials license cannot sign in to a company whose Experience is set to Premium. A Premium user can sign in to an Essentials company but cannot use Premium features there.

On Odoo, a paying user covers more people than the staff who post accounting entries. Portal customers and suppliers are not paying users. An employee who only files expenses or timesheets, an outside accountant working in the backend, and an employee record with no user are paying users. A Light User lists at US$8.90 and is sold after an advisor reviews the account. A light user is an account marked Light User, or an active HR employee record with no linked non-portal user. Installing Studio or adding companies on a database switches the plan to Custom for that database.

  • Posts sales orders, invoices, bills, or inventory (Business Central seat to test: Essentials, or Premium if that company Experience is Premium · Odoo seat to test: Standard, or Custom if you need multi-company, Studio, agentic AI, external API, or Odoo.sh)
  • Reads reports and does only the limited tasks the cheap seat allows (Business Central seat to test: Team Members at USD 8 or CAD 10.90 · Odoo seat to test: No published report-reader price. Light User at US$8.90 applies only to a marked Light User account or an HR employee with no linked non-portal user, and only after an advisor review)
  • Expense reports or timesheets only (Business Central seat to test: Confirm the task is inside the Team Member cap before you drop Essentials · Odoo seat to test: Treated as a paying user on the pricing page)
  • HR record with no login (Business Central seat to test: Not a Business Central user until you assign one · Odoo seat to test: Can count as a paying or light user)
  • Shared warehouse or shop-floor terminal (Business Central seat to test: Device license, concurrent, priced through the CSP · Odoo seat to test: Depends on whether each person also has a user)
  • Outside accountant in the books (Business Central seat to test: External Accountant is a named license type; the public card does not list its price · Odoo seat to test: Paying user when working in the backend)
  • Customer or supplier on a portal (Business Central seat to test: Not a full user · Odoo seat to test: Not a paying user)

Assume 25 people post transactions and 15 only need the limited seat, and assume list prices do not change. On Business Central that mix is 25 Essentials (25 × USD 80 × 36 = USD 72,000) plus 15 Team Members (15 × USD 8 × 36 = USD 4,320), or USD 76,320 over 36 months. The same headcount all on Essentials is USD 115,200. The USD 38,880 gap is real only if those 15 people stay inside the Team Member cap for three years. On Odoo, assume 30 Standard users at US$31.10 and 10 accounts an advisor has accepted as Light Users, each a marked Light User account or an HR employee record with no linked non-portal user: 30 × 31.10 × 36 = USD 33,588, and 10 × 8.90 × 36 = USD 3,204, together USD 36,792 over 36 months. That figure uses the lower labeled Standard rate and skips the 12-month initial-user discount. Expense-only staff and a backend accountant stay paying users and do not belong in that light count. An employee record with no user can land in the paying count or the light count, depending on how the advisor marks it.

What 36 months of licenses cost in the US and Canada

The table below is list price only. Assume 40 named users on one plan and the published list holds for 36 months. The total covers those licenses. Partner discounts, AppSource apps, extra environments, and Copilot credits belong on their own lines when the scope includes them. Odoo totals use the labeled US dollar pairs on the pricing page. They exclude the 12-month discount for initial users, Odoo.sh, implementation, and in-app credits. The page also shows US$24.90 beside US$31.10 for Standard and US$49.00 beside US$61.10 for Custom. The discount footnote says the discount is valid for 12 months and only for the initial users ordered. Do not drop the three-year total to a US$24.90 run rate in year two. Confirm the currency on the Odoo order. The public pricing page shows US dollars. Microsoft already publishes a Canadian dollar card for Business Central, so use CAD 108.50 from that card and leave the Odoo US dollar pairs in US dollars.

  • Business Central Essentials, United States (List per user per month: USD 80.00, paid yearly · 36-month total for 40 users: USD 115,200)
  • Business Central Premium, United States (List per user per month: USD 110.00, paid yearly · 36-month total for 40 users: USD 158,400)
  • Business Central Team Members, United States (List per user per month: USD 8.00, paid yearly · 36-month total for 40 users: USD 11,520 (wrong seat if they post transactions))
  • Business Central Essentials, Canada (List per user per month: CAD 108.50, paid yearly, plus tax · 36-month total for 40 users: CAD 156,240 before tax)
  • Business Central Premium, Canada (List per user per month: CAD 149.20, paid yearly, plus tax · 36-month total for 40 users: CAD 214,848 before tax)
  • Business Central Team Members, Canada (List per user per month: CAD 10.90, paid yearly, plus tax · 36-month total for 40 users: CAD 15,696 before tax (40 × 10.90 × 36))
  • Odoo Standard, lower labeled US dollar rate (List per user per month: US$31.10 · 36-month total for 40 users: USD 44,784)
  • Odoo Standard, higher labeled US dollar rate (List per user per month: US$38.90 · 36-month total for 40 users: USD 56,016)
  • Odoo Custom, lower labeled US dollar rate (List per user per month: US$61.00 · 36-month total for 40 users: USD 87,840, Odoo.sh extra)
  • Odoo Custom, higher labeled US dollar rate (List per user per month: US$76.20 · 36-month total for 40 users: USD 109,728, Odoo.sh extra)

US Business Central amounts follow the United States price card as of October 2026. Canada amounts follow the Canada price card, plus applicable tax. Odoo amounts follow the pairs printed on Odoo Pricing as of October 2026.

Read the spread in the same currency. Premium costs USD 43,200 more than Essentials over 36 months (USD 158,400 minus USD 115,200), or CAD 58,608 more in Canada (CAD 214,848 minus CAD 156,240). That premium gap is USD 1,080 per user over three years at US list (USD 30 × 36), which is USD 1,200 per month for all 40 users. Each person who must sign in to a Premium Experience company needs Premium, so pricing every user at Premium for one warehouse process multiplies that USD 1,080 by the named-user count. Odoo Standard at the labeled band is USD 44,784 to USD 56,016, so the lower Standard total is USD 70,416 under the Essentials total (USD 115,200 minus USD 44,784). Custom at USD 87,840 to USD 109,728 closes much of that gap before Odoo.sh workers, storage, and staging are added. Those hosting rates are a separate meter. Price them on a quote. They are not in this table.

If a database moves from Standard to Custom because someone adds a company or installs Studio, the plan switches to Custom. At the labeled pairs, the difference from US$31.10 to US$61.00 is US$29.90 per user, or USD 14,352 per year if that difference applied to 40 users. The difference from US$38.90 to US$76.20 is US$37.30 per user, or USD 17,904 per year on the same 40-user assumption. Those figures are the labeled-pair difference, not a rewrite of every contracted rate. The Enterprise Subscription Agreement (version 13, 24 September 2026) says that if you exceed the contracted users, light users, or plan, you pay list price for the difference for the rest of the term. Mid-term growth is list price for that difference, not the first-year discount.

Which cloud deployment a company this size can buy

For this headcount, the cloud choice is narrower than a general hosting essay. If you are still comparing a server you already operate with a subscription, use our note on cloud versus on-premise ERP for that decision, then come back to the subscription math here.

Business Central in this scenario is the online product. Country selects both localization and data geography: a Canada environment stays in the Canada Azure geography, and a United States environment stays in the United States geography. French (Canada) and English (Canada) application languages are provided on Marketplace. The Canada environment uses the NA base app and the abbreviation CA. You start with one production environment and three sandboxes. Each extra production environment bought through the CSP adds three sandboxes and 4 GB of tenant-wide database capacity. Ask the partner to price that extra environment. It is not on the public price card.

Odoo Standard is Odoo Online. Custom is what you buy when you need Odoo.sh, on-premise, Studio, agentic AI, multi-company, or the external API. Odoo Cloud hosting commits to a choice of at least three regions (Europe, America, Asia/Pacific). The cloud SLA names customer-selectable hosting regions as europe, americas, asia-pacific, middle-east-and-northern-asia, and oceania. It also names a 99.9% monthly uptime target that Odoo says is not a legally binding commitment. Backups are replicated in data centers in Europe and Canada, and the SLA states: "It is not possible to choose or restrict the regions where backups are replicated." Select americas when that region matches your production need. Do not treat an americas database as a promise that production stays in Canada only.

Which charges sit outside the user price

The license table is the floor. These items are the ones that show up after the proposal feels finished. Each one below is published. Where a dollar amount is not on the public card, the action is to make the bidder price it as its own line.

Forty Essentials users include 80 GB plus 2 GB per Essentials user, which is 80 GB + 80 GB = 160 GB of database capacity, shared across all environments, plus one production environment and three sandboxes. Forty Premium users include 80 GB plus 3 GB per Premium user, which is 200 GB, with the same environment quota. A Device license would add 1 GB each. Going over the quota does not stop transactions and does not auto-bill overage. It blocks creating or copying environments until usage drops or capacity is purchased. Capacity add-on prices are sold through the CSP and are not on the public price cards, so a growing attachment history can stall a sandbox copy at the worst week of a project. Watch capacity in the admin center before you hit the block.

Some Copilot agent scenarios on Business Central require Copilot Credits sold separately, either prepaid Copilot Credit Commit Units (the pricing page cites up to 20% savings versus pay as you go) or Azure pay as you go. An Azure subscription is required to run those agents. The credit unit price is not on the Business Central price cards. If a demo depends on those agents, ask for the credit line before you treat the agent as included in USD 80.

AppSource apps for payroll, EDI, shipping, or tax sit outside the user license. Treat them as extra until the quote names the publisher, the metric, and the renewal. The same rule applies to Odoo in-app credits and to maintenance of extra modules or lines of code, which Odoo bills as an extra monthly charge on top of Success Packs.

Odoo Online storage is unmetered up to 100 GB. Past that, the pricing page says Odoo may ask you to move to Odoo.sh or reduce data. Odoo.sh worker, storage, and staging fees sit outside the user price. Ask for them in dollars on the quote. Any proposal that says Custom and then leaves hosting as included conflicts with the pricing page, which states that Odoo.sh hosting is not included. Have the hosting meter written in dollars before you compare Custom with Business Central Essentials.

On Odoo.sh, production keeps seven daily, four weekly, and three monthly backups, including the database dump and filestore. Staging databases are not automatically backed up and are deleted after one month. Development databases last about three days and can be garbage-collected. Manual backups last three days, with a limit of five per day. Trial projects drop production and staging branches back to development after 30 days. If your team tests integrations on a staging branch, that branch is not your safety copy.

What it costs to renew or leave

This is the section that changes the three-year number from a spreadsheet into a contract. Licenses you can reassign, data you can export, and a renewal that can move are the practical meaning of lock-in for a company this size.

Business Central licenses cannot be bounced between people on a whim. Online Services Terms, as summarized on Microsoft Learn, do not allow short-term reassignment. Except for a user's absence or a device that is out of service, a license cannot be reassigned within 90 days of the last assignment. Seasonal cover and a week of parental leave are different cases. Ask the CSP which of your situations qualifies before you buy a pool of spare Essentials seats "just in case," and before you plan to rotate one Premium login across a shift.

If you leave Business Central online, a paid customer can export a production database as a BACPAC to an Azure Standard general-purpose v2 storage account, at most 10 times per environment per month. Sandbox databases cannot be exported. Microsoft's export document states: "Microsoft doesn't provide support for creating a working on-premises environment from the BACPAC that you download from Business Central online." The file is a database export to your own Azure storage account. It is not a supported path back to a server in the office. Cancellation fees and the exact deletion timeline after the subscription ends are a question for the CSP agreement you sign. Put the export test on the project plan while the subscription is still paid: one production BACPAC, stored in an Azure account your company owns, with someone other than the implementer able to find it.

Odoo Enterprise auto-renews for the same term unless either party gives written notice at least 30 days before the term ends. On expiry or termination the Enterprise license is revoked immediately, and you must stop using Odoo Enterprise and the Cloud Platform. At renewal, if the prior charge is below current list price, Odoo may raise it by up to 7% per year of the previous term. A one-year term that was below list can move by that cap once. A multi-year term can apply the cap for each year of the previous term. If you already pay current list, that clause does not by itself add 7%. Diary the notice date when you sign. Thirty days before the end of the term is a short window if the only person who sees the invoice is on leave.

While an Odoo Online subscription is live, you can download a full database backup from the control panel at any time and you can request deletion of the database. The pricing page says "You own your data!" The privacy policy effective 24 September 2026 says the customer owns the database contents. On termination, the subscription agreement says Odoo will delete or return copies of the customer database, subject to the delays in the privacy policy and to legal retention. Take the backup before the end date. After the license is revoked you are no longer operating the cloud platform. Production backup copies also land in Europe and Canada, and you cannot pin those backup regions. A contract that requires every copy to stay in Canada has to be tested against that sentence, not against the region you picked for the live database.

What implementation hours cost when a pack fits

License totals above exclude the work of configuring the system, moving opening balances, and training the people who post transactions. We implement both Business Central and Odoo. Public list prices for a partner's 40-person project fee are not something you can read off a product card. Ask each bidder to split licenses, configuration, data migration, integrations, training, and post-go-live support into their own lines. Our ERP implementation work is scoped that way, in phases, so phase one is a set of workflows you can name.

Odoo publishes its own hour packs. Those prices are Odoo's hours. Companies under 50 employees usually buy implementation from Odoo as Success Packs. Companies over 50 employees usually use a partner. A 40-person firm can still sit inside the pack range when the scope fits the hours. On the US pack page, as of October 2026, new-customer prices for the first pack are US$493 (Starter, 4 hours), US$3,060 (Basic, 25 hours), US$5,950 (Standard, 50 hours), US$10,625 (Custom, 100 hours), and US$21,250 (Pro, 200 hours). The 15% new-customer discount applies to the first pack only. Returning-customer prices are US$580, US$3,600, US$7,000, US$12,500, and US$25,000 for the same hour bands. Onsite travel time and expenses are extra. Extra monthly charges apply for maintenance of extra modules or lines of code.

  • Starter (Hours: 4 · New customer, first pack: US$493 · Returning customer: US$580)
  • Basic (Hours: 25 · New customer, first pack: US$3,060 · Returning customer: US$3,600)
  • Standard (Hours: 50 · New customer, first pack: US$5,950 · Returning customer: US$7,000)
  • Custom (Hours: 100 · New customer, first pack: US$10,625 · Returning customer: US$12,500)
  • Pro (Hours: 200 · New customer, first pack: US$21,250 · Returning customer: US$25,000)

Figures are from Odoo Success Packs as of October 2026. A 4-hour Starter pack can cover a tight question. It will not cover opening balances, item masters, and a month of parallel posting for a company leaving spreadsheets and an old accounting file. Fifty to 200 hours is the band to test against a written workflow list. If the list includes custom modules, add the monthly maintenance charge to the three-year view, on top of the pack. A Standard license total of USD 44,784 to USD 56,016 plus a US$10,625 pack is still a different project from Essentials at USD 115,200 plus a partner services quote. Compare them only after both services quotes use the same workflow list.

How to compare two quotes for this company

Use one scope sheet for every bidder. The sheet should name the legal entities, the country of the environment, the people who post transactions, the people who only file expenses, the integrations, and the day you want a backup in a storage account you control.

  1. Count full users from the posting roles, then attach Team Members or Light Users only where the entitlement matches the job. Revisit the count if Experience is Premium or if a second company forces Odoo Custom.
  2. Price 36 months at the list pair on the quote, and write the renewal rule next to it. For Odoo, that means the 30-day notice and the up-to-7% cap when the prior charge is below list. For Business Central, that means the CSP term and the 90-day reassignment rule.
  3. Add storage and environments. For Business Central, start from 160 GB at 40 Essentials or 200 GB at 40 Premium, one production, and three sandboxes. For Odoo Online, start from the 100 GB note. For Odoo.sh, require a dollar figure for workers, storage, and staging.
  4. Add credits and apps as separate lines: Copilot Credits, Odoo in-app credits, AppSource or Odoo apps, and custom-code maintenance.
  5. Add implementation hours against the same workflow list. If a Success Pack is proposed, match it to the hour bands above and keep travel outside the pack price.
  6. Run the exit once during the project: a Business Central production BACPAC to your Azure storage account, or an Odoo full backup from the control panel, with a named person on your team who can retrieve it.

Bring the license mix, the country you need for the database, and the notice date you can live with. A 30-minute working session can put those three on one page before the subscription auto-renews or the cheap seats turn out to be the wrong seats.

How Flectic can help

At Flectic, we implement ERP for companies of 20 to 100 people in the US and Canada, on Odoo or Dynamics 365, and we want the quote comparison to be like for like. Each phase has a defined scope and price before it starts, and the first one delivers a working part of the system. Read the ERP implementation service to see how each phase is scoped and priced. The next step is to book a free discovery call with Flectic.

Frequently asked questions

Can we move from Odoo Online to Odoo.sh later?

Standard includes the apps on Odoo Online. Custom is the plan that adds Odoo.sh, on-premise, Studio, agentic AI, multi-company, and external API, and the user price does not include Odoo.sh hosting. Installing Studio or adding companies on a database switches the plan to Custom. If you exceed the contracted plan, you pay list price for the difference for the rest of the term. Ask for that difference and a written hosting meter before you approve the change.

What does external API mean on the Odoo Custom plan?

The pricing page lists external API as part of Custom and does not define the calls on that page. Treat it as a plan gate. If a web store, a warehouse tool, or a bank file must call the database, confirm you are on Custom and have those calls shown on your own data. Standard does not include that API.

Is One App Free enough for a 40-person company?

One App Free is one app, with unlimited users, on Odoo Online, at no subscription charge. A company that needs finance, inventory, and sales together is outside that offer. Price Standard or Custom for the full set of apps, then price implementation hours separately from the user subscription.

Do Copilot features in Business Central sit inside the user license?

Some Copilot agent scenarios require Copilot Credits sold separately, either as prepaid Copilot Credit Commit Units or as Azure pay as you go. An Azure subscription is required to run those agents. The credit unit price is not printed on the Business Central price cards, so ask for credits as their own line before you count on those agents in the go-live scope.

How soon can we reassign a Business Central license?

Online Services Terms, as summarized by Microsoft Learn, do not allow short-term reassignment. A shared login does not dodge that rule: a license cannot be rotated across a shift within 90 days of the last assignment, except for a user's absence or a device that is out of service. Plan named users for the quarter, and ask the Cloud Solution Provider which absences qualify.

What uptime and backup regions does Odoo publish?

The cloud SLA names a 99.9% monthly uptime target and says that target is not a legally binding commitment. You can select regions that include americas, europe, asia-pacific, middle-east-and-northern-asia, and oceania. Production backups are also replicated in Europe and Canada, and you cannot choose or restrict those backup regions.

When does an Odoo Success Pack fit a 40-person company?

Odoo says companies under 50 employees usually buy implementation as Success Packs, and companies over 50 usually use a partner. A 40-person firm can stay in the pack range when the hours match the work. New-customer packs run from US$493 for 4 hours to US$21,250 for 200 hours, travel is extra, and maintenance of custom code is a separate monthly charge.

Does a Premium Experience change who can sign in to Business Central?

Users with an Essentials license cannot sign in to a company whose Experience is set to Premium. A Premium user can sign in to an Essentials company but cannot use Premium features there. If one company needs the Premium experience, budget Premium for each person who must sign in to that company.
