A 25-user Odoo rollout on the Standard plan costs about USD 7,470 to 9,330 a year in licenses at US prices as of October 2026. The Custom plan, needed for Studio, custom code, or a second company, runs USD 14,700 to 18,300. The low end of each license range is the first-year promotional rate; the high end is list. Implementation is the bigger line: published partner estimates for a 25-user project run from about USD 12,000 to 80,000, depending on scope and delivery model.

In Canada, the same 25 seats cost CAD 10,560 to 13,200 a year on Standard across the promotional and list rates, and CAD 17,370 to 21,900 on Custom. Odoo prices by country, and the USD and CAD figures in this article come from a secondary list that tracks its configurators, so treat every figure here as a planning number and pull the live price for your own account before you commit to a budget. The rest of this page does the license arithmetic, sizes the implementation market, explains the renewal clause most quotes ignore, and ends with a checklist that keeps competing quotes comparable.

The scenario this budget assumes

Every number below assumes one company, one warehouse, and 25 employees who all need full Odoo accounts. The business is a distributor that imports, kits, and sells, running CRM, sales, purchasing, inventory, accounting, and light assembly with simple bills of materials. The setup sits on the Standard plan: standard apps, a single legal entity, and nothing that needs the external API. Customers and vendors who want self-service get free portal logins instead of paid seats.

That is the floor worth pricing. The sections after it price the deviations: Studio and custom code, a second company, integrations, Canadian payroll, and the yearly upgrade rhythm. Each deviation moves the number, and a few move it more than the license does.

What Odoo licenses cost for 25 users in USD and CAD

Odoo sells two paid plans, priced per user per month and by country. Standard includes every app and runs on Odoo Online only. Custom is required once you want Studio, custom developments, an external API, or several companies on one database, and it also adds hosting choice. The pricing page is geo-priced: a fetch from the Netherlands on 4 October 2026 showed EUR 24.90 for Standard and EUR 44.90 for Custom on yearly billing, with promotions of about EUR 19.90 and EUR 35.90 valid for 12 months on the users ordered initially. The USD and CAD figures in this article come from a secondary list that tracks Odoo's US and Canadian configurators daily, with the US list last verified on 4 October 2026 according to its publisher. Confirm your own country's number on Odoo's pricing page before you lock a budget.

  • Standard, first-year promo (USD) (Per user per month: 24.90 · 25 users per year: 7,470)
  • Standard, yearly list (USD) (Per user per month: 31.10 · 25 users per year: 9,330)
  • Custom, first-year promo (USD) (Per user per month: 49.00 · 25 users per year: 14,700)
  • Custom, yearly list (USD) (Per user per month: 61.00 · 25 users per year: 18,300)
  • Standard, first-year promo (CAD) (Per user per month: 35.20 · 25 users per year: 10,560)
  • Standard, yearly list (CAD) (Per user per month: 44.00 · 25 users per year: 13,200)
  • Custom, first-year promo (CAD) (Per user per month: 57.90 · 25 users per year: 17,370)
  • Custom, yearly list (CAD) (Per user per month: 73.00 · 25 users per year: 21,900)

Rates as of October 2026, before tax. Yearly totals are arithmetic: 25 users times the monthly rate times 12. They are planning figures, never a quote, and the promotional rates apply only to the users you order initially. The pricing page sets no price for seats added later, so that rule has to be written into your order form.

Two details sit under that table. OEC's own pages disagree on the Canadian Custom list: its Canada page, updated 2 October 2026, says CAD 73.00, and its comparison page showed CAD 69.00 in late September. Plan on the higher figure and let a formal quote settle it. Monthly billing also exists at a premium, about USD 38.90 for Standard and USD 76.20 for Custom per user per month on the US list, so model your budget on yearly billing.

Standard or Custom: which plan a 25-user company lands on

Run down this list and the plan picks itself. Stay on Standard with every app in use, one company on the database, and connections Odoo initiates, such as bank feeds and card-processor calls, which sit outside the external API restriction. Move to Custom the moment you want Studio adjusting screens, custom modules written, another system calling Odoo through its external API, or a second company on the same database. Odoo's own FAQ is inconsistent about whether the free one-app plan allows Studio or a second company, so assume both require Custom.

Seat discipline is worth more than any negotiation. Portal users are free, so customer and vendor self-service adds nothing to the license bill. Odoo also sells a light-user tier for people who need dashboards or approvals without full access; the Europe page listed it at EUR 7.90 per user per month as of October 2026. Check the pricing page for your own country's light-user rate before you model smaller seats. The plan rules run deeper than a summary, and our guide to Odoo pricing covers them properly.

Hosting: Odoo Online, Odoo.sh, or your own servers

Standard lives on Odoo Online, and hosting is part of the subscription. Custom opens a choice: stay on Odoo Online at no extra hosting charge, move to Odoo.sh, or self-host. Odoo.sh is not part of the per-user price, and Odoo publishes no price list for it, so ask for it as a separate quote. Where Odoo hosts the database itself, the enterprise agreement's cloud terms include at least three regions (Europe, America, Asia/Pacific), Tier-III or equivalent data centers, and 99.9 percent network uptime.

What implementation costs, and who does the work

Odoo's pricing FAQ draws a line at 50 employees: companies under it usually buy Success Packs, and companies over it usually hire a partner. At 25 users, both doors are open, and they lead to different invoices for different work.

Success Packs: Odoo's own services desk

Odoo sells its own consulting hours as Success Packs, in blocks from 4 to 200 hours:

  • Starter (Hours: 4 · Returning customers: USD 580 · First pack, new customers: USD 493)
  • Basic (Hours: 25 · Returning customers: USD 3,600 · First pack, new customers: USD 3,060)
  • Standard (Hours: 50 · Returning customers: USD 7,000 · First pack, new customers: USD 5,950)
  • Custom (Hours: 100 · Returning customers: USD 12,500 · First pack, new customers: USD 10,625)
  • Pro (Hours: 200 · Returning customers: USD 25,000 · First pack, new customers: USD 21,250)

Prices as of October 2026. The 15 percent new-customer discount applies to the first pack only, and travel is extra. Implied rates work out to USD 140 per hour on the returning 50-hour pack and USD 125 per hour on the returning 100-hour pack; those are arithmetic on pack prices, since Odoo publishes no hourly rate. Packs under 50 hours do not cover performance work. These are Odoo SA service desks helping your team configure the software. A partner implementation of finance, sales, inventory, and manufacturing together is a different product, and the bands below describe it.

What partners charge for a 25-user scope

Published partner estimates for a 25-user project do not converge:

  • Octura, April 2026 (Band (USD): 35,000 to 80,000 · Scope and delivery notes: Multi-department scope, 5 to 8 apps, 1 to 2 integrations, 10 to 14 weeks; licenses extra)
  • TechUltra, May 2026 (Band (USD): 12,000 to 28,000 · Scope and delivery notes: US firms up to 25 users; the same article puts US partner rates at USD 120 to 250 per hour, and 120 to 300 elsewhere)
  • Techspawn, September 2026 (Band (USD): 8,000 to 60,000 · Scope and delivery notes: Offshore and hybrid delivery; its own note puts North American on-site work two to three times higher)

Read together, the three bands price different projects at the same headcount. Octura describes a multi-department rollout on 5 to 8 apps with 1 to 2 integrations and prices it at USD 35,000 to 80,000 over 10 to 14 weeks. TechUltra's band covers US firms up to 25 users and sits inside the Techspawn band, which prices offshore and hybrid delivery; the two-to-three-times note is Techspawn's own comment on what North American on-site work adds to its offshore rates. That spread, from roughly USD 12,000 to 80,000, means scope and delivery model move the price more than user count does.

Hold these ranges loosely. The TechUltra article, for one, also claims Odoo Enterprise prices are identical worldwide, which contradicts the country-by-country pricing Odoo's own page shows. Every app, department, and integration added to phase one adds hours at whichever day rate applies.

Published hour counts for a rollout of this scope are scarce. One comment on a Reddit thread about an Indian Odoo project puts a full accounting-only implementation at about 50 hours and up, depending on complexity such as multi-company. An accounting-only figure says little about finance, sales, inventory, and manufacturing together, so ask each bidder for the hour count behind its own quote.

What the money buys is five phases:

  • Discovery and design (What it covers: Process mapping, a gap list, the Standard-versus-Custom decision · What pushes the cost up: Undocumented workflows; every department wanting a veto)
  • Configuration (What it covers: App setup, taxes, document templates, roles and permissions · What pushes the cost up: Tax positions that need localization work in Canada or the US)
  • Data migration (What it covers: Chart of accounts, customers, vendors, products, open transactions · What pushes the cost up: Years of history; duplicate and dead records)
  • Training and cutover (What it covers: Role-based training, the go-live plan, first-week floor support · What pushes the cost up: Warehouse and shift staff using an ERP for the first time)
  • Stabilization (What it covers: Fixes and adjustments in the weeks after go-live · What pushes the cost up: Custom code, whose maintenance the subscription excludes)

The published bands do not itemize which of these phases they include. Treat the five rows as a checklist each bidder has to map its hours onto before you compare prices.

What Studio, custom code, and integrations add

Customization starts with a plan jump. Studio, custom modules, and external API access all require the Custom plan, which at list runs USD 61.00 against USD 31.10 per user per month in the US, and CAD 73.00 against CAD 44.00 in Canada, as of October 2026. For 25 users, that difference is USD 8,970 more per year at US list, or CAD 8,700 more at Canadian list, before anyone has written a line of code.

The second cost is a meter most buyers never see. Under the enterprise agreement, Extra Modules, which include Studio customizations, carry a monthly fee per 100 lines of code, counted with a line-counting tool called cloc and set in your contract. Let maintenance months lapse and Odoo can bill them when you request an upgrade.

The third cost is building what already exists. The Odoo Community Association maintains a public library of free modules, and a commenter on a custom-module pricing thread noted that partners sometimes deliver modules that already sit in OCA repositories. Before anyone writes code, ask for the itemized list of requirements the standard apps and OCA modules already cover. Our guide to how much Odoo customization costs goes deep on the build side of that decision.

Integrations split the same way. A connection Odoo initiates, such as a bank sync, stays available on Standard. An integration that needs the external API forces Custom, and it should be priced as partner work either way.

The costs that quotes leave out

Data migration is quoted labor. Someone maps your chart of accounts, cleans customer and product records, and decides how many years of open transactions move. The cleaner the data, the smaller the invoice, so run a cleanup sprint internally before the partner starts; partner hours spent deduplicating your item file are the most expensive way to do it.

Training is the other quiet line. A 25-user rollout reaches warehouse scanners, sales desks, and the finance close, and each group needs its own session. Ask whether the quoted hours include training and post-go-live support. On that Indian Odoo thread, a buyer reported receiving a quote that was a single line item with no task breakdown at all.

Canadian tax and payroll

Odoo's Canadian fiscal localization covers accounting, provincial fiscal positions, and taxes, which is the GST, HST, and QST machinery a Canadian company needs. Avalara's AvaTax is available as a documented integration for tax calculation, with no price on the documentation page, so ask for it as a separate quote. Canadian payroll is the open question: Odoo's own documentation does not answer it for a firm this size, so make any partner demonstrate payroll against your requirements before you accept a number that assumes it is solved. US companies should put the parallel question about multi-state sales tax in the same conversation.

Upgrades and version support

Odoo ships a major version roughly every September, and standard support runs three years per version across Online, Odoo.sh, and on-premise. As of October 2026, the published schedule lists Odoo 20 (released September 2026) with standard support through September 2029, Odoo 19 through September 2028, and Odoo 18 through September 2027, while Odoo 17's standard support ended in September 2026. Standard support includes helpdesk, bug fixes, and security updates; extended support exists at an extra fee.

The contract adds a stick. Let a database fall behind the three most recent major versions, and the agreement allows an extra charge of 25 percent of the annualized price, once a year, no earlier than six months after a new major release. Upgrades of the standard software are included in the subscription. What you pay for is partner time to retest custom code, and the discipline of upgrading on a rhythm instead of letting versions pile up.

What happens to your price at renewal

Year one is arithmetic, and year two is a contract question. The promotion on Odoo's pricing page runs for 12 months on the initial users ordered, so month 13 is where the discount ends. The enterprise agreement, version 13, section 5.2, says that when renewal charges sit below current list, they rise by up to 7 percent per year of the previous term. The two documents leave the month-13 price open. Treat year two as unpriced until your order form says otherwise, and put the year-two per-user price in that order form before you sign. The same line should state what happens to seats added later, since the promotion covers only the users ordered initially.

For a scale check against the other system on most shortlists: Microsoft's US list price for 25 Business Central Essentials users is USD 24,000 per year before tax, licenses only, as of October 2026, per Microsoft's pricing page. Odoo Custom at US list for the same 25 users is USD 18,300 per year, and Standard is USD 9,330. Those are license figures from each vendor's price page. Implementation is extra on both platforms, and no independent study compares total cost at this size, so price the services before crowning a winner on licenses. If both systems are still live options for you, the phase-based costing above prices either one, and the same questions apply to any ERP implementation partner you talk to.

What pushes the number up or down

  • Studio or custom code, which means the Custom plan and the per-100-lines fee: Standard apps only, which hold Standard pricing
  • A second company on the same database: One legal entity
  • Integrations built on the external API: Connections Odoo initiates, such as bank syncs
  • Canadian payroll inside Odoo, unpriced until a partner proves it: Payroll staying in the current tool until the move is demonstrated
  • Deep manufacturing with routings: Kitting with simple bills of materials
  • Dirty item, customer, and account data: An internal cleanup sprint before migration starts
  • Seats added after the promo year: Free portal logins covering customer and vendor self-service

If deep bills of materials and routings are your reality, the budget conversation changes shape. Our manufacturing industry page shows how those projects get scoped.

Two smaller levers sit with you. Yearly billing undercuts monthly by about 20 percent on the same plan, USD 31.10 against USD 38.90 per user per month for US Standard as of October 2026. And audit the seat count: 25 employees rarely means 25 full users once portal logins and light users are in the mix, though every number on this page prices the conservative case of 25 full seats.

How to get a quote you can compare

The quotes you collect will look similar and mean different things. The customization thread linked above carries a partner quote of roughly USD 40,000 covering implementation, training, and custom modules together. On the Indian accounting thread, a buyer said they were told during onboarding that the accounting module implementation would come free of charge, and the quote that arrived was a single line item. A number with no tasks behind it can stretch across that entire USD 8,000 to 60,000 offshore and hybrid range. Put every quote through the same six checks:

  1. Hours per phase, matched to the five phases above, with the rate card and who performs the work: onshore, offshore, or hybrid.
  2. Exclusions in writing: travel, in-app credits, Odoo.sh hosting, and maintenance of custom code.
  3. The year-two license price per user, written into the order form, including what happens to seats added later.
  4. An itemized list of which requirements the standard apps and OCA modules already meet, produced before anything custom is built.
  5. The Canadian payroll decision, made before the quote is final.
  6. A fixed-scope phase one with acceptance criteria, and the point at which phase two gets priced.

Flectic prices Odoo work this way: phase one is fixed-scope, hours per phase are on the quote, and the target for a first usable phase is 8 to 12 weeks under the Flectic Accelerated Delivery Framework. If you are holding two quotes and a license table right now, our Odoo implementation page shows how the phases fit together, and a 30-minute call is enough to pressure-test both numbers against your actual scope.

How Flectic can help

Flectic implements Odoo for companies of 20 to 100 people in the US and Canada, and the license is only part of a 25-user budget. Odoo's list price for Standard is $24.90 per user a month on yearly billing in year one, then $31.10. This is Odoo's license price, not a Flectic fee. Frequently asked questions

How much does Odoo cost per month for 25 users?

On yearly billing at US list prices as of October 2026, 25 Standard users work out to about USD 777.50 per month and 25 Custom users to about USD 1,525 per month, before tax. The same seats run about CAD 1,100 and CAD 1,825 per month at Canadian list. First-year promotional rates land roughly 20 percent lower.

What happens to the Odoo price after the first year?

The promotional rate covers 12 months on the initial users ordered. The enterprise agreement allows renewal charges to rise by up to 7 percent per year of the previous term while your price sits below list. The exact month-13 price is whatever your order form says, so get the year-two per-user number in writing.

Is Studio included, and does a second company change the plan?

Both Studio and a second company on one database require the Custom plan, as do custom modules and external API access. Studio customizations also count as Extra Modules under the enterprise agreement, which can carry a monthly fee per 100 lines of code. Budget a multi-company or Studio setup on Custom pricing.

Is Odoo.sh hosting included in the subscription?

Odoo Online hosting comes with the subscription, and Odoo.sh is not part of the per-user price. Odoo publishes no official price list for Odoo.sh, so ask for it as a separate quote. Self-hosting is the other Custom-plan option, with your own infrastructure costs.

What does an Odoo upgrade cost if we customized?

Upgrades of the standard software are included in the subscription. The paid parts are partner time to retest custom code, plus the contract's version-lag rule: a database older than the three most recent major versions can be charged an extra 25 percent of the annualized price for a year. Maintenance months missed on custom code can also be billed when an upgrade is requested.

Does Odoo handle Canadian payroll and sales tax?

The Canadian fiscal localization covers accounting, provincial fiscal positions, and taxes, including the GST, HST, and QST. Canadian payroll is a separate question, so make a partner demonstrate it on your requirements before you budget for it. Avalara's AvaTax is a documented tax integration with no published price.

How does Odoo pricing compare with Business Central for 25 users?

Microsoft's US list for 25 Business Central Essentials users is USD 24,000 per year before tax, licenses only, as of October 2026. Odoo Custom at US list is USD 18,300 per year for 25 users, and Standard is USD 9,330. Both figures exclude implementation, and no independent total-cost study exists at this company size.

Why do Odoo partner quotes vary so much at the same user count?

One partner puts US firms up to 25 users at USD 12,000 to 28,000. Another publishes an offshore and hybrid band of USD 8,000 to 60,000 for the same size, and its own note says North American on-site work commonly runs two to three times higher. Scope and delivery model move the price more than headcount does. Ask for hours per phase so the quotes describe the same project.
