Hiring an Odoo consultant in the US: cost and vetting
An Odoo consultant in the United States is priced in three markets.
An Odoo consultant in the United States is priced in three markets. As of October 2026, Odoo's Success Packs list official remote help from USD 580 for 4 hours to USD 25,000 for 200 hours for a returning customer. A Wisconsin shop publishes USD 50 to 65 per hour. A May 2026 country table puts US partner rates near USD 120 to 250 per hour, and projects of about 26 to 100 users near USD 45,000 to 120,000 before licenses. Under 40 users and one entity, compare the configuration quote with the US accounting lines it skipped.
What a first Odoo quote leaves out
Odoo splits its own prepaid consulting by what the hours are for. On the Success Packs page, as of October 2026, data-import assistance starts with the Basic pack (25 hours). App customization, developments, and performance work start with the Custom pack (100 hours) and the Pro pack (200 hours). The 4-hour Starter pack is too small for a data load. A proposal that sells only configuration hours is missing the work Odoo itself parks in larger packs.
For a US company, add the localization that the base install does not finish. The United States fiscal localization for Odoo 19 creates default sales and purchase taxes, then leaves rates and taxable products to each jurisdiction. Address-level tax is a separate AvaTax connector, for companies with locations in the United States and Canada. It is not included because you installed the US accounting package. The 1099 report exports a CSV for a third-party filer. It does not file with the IRS from inside Odoo. Outgoing vendor ACH is a NACHA file that needs bank-issued fields. Incoming ACH is Authorize.net or Stripe. Payroll, and the export of work entries to ADP, are separate modules.
Ask each bidder to price these as their own lines: data migration, AvaTax or an equivalent rate file, 1099 vendor setup, NACHA or card payments, payroll if you will run it in Odoo, and maintenance of any custom module. Hours on a Success Pack expire after one year, and travel time and travel expenses are extra. Extra monthly charges apply for maintenance of extra modules or lines of code.
A public forum post describes a buyer who spent more than USD 15,000 and more than 170 hours of their own time over 16 months and still had no working system. The post says the sales demo promised standard modules, then basic features were requoted as custom development, and that missed calls and clarification messages were deducted from a prepaid hour pack (Problems with our Odoo implementation). Price the statement of work, and define which messages and missed calls draw down the pack.
What Odoo partner tiers measure
Odoo ranks official partners as Learning, Ready, Silver, and Gold. The thresholds on Odoo Partnership: Benefits, Conditions & Pricing, as of October 2026, are sales and staffing screens.
- Learning (New Enterprise users per year: None · Certified active internal resources: None · Minimum retention: Not stated)
- Ready (New Enterprise users per year: 10 · Certified active internal resources: 1 · Minimum retention: Not stated)
- Silver (New Enterprise users per year: 75 · Certified active internal resources: 3 · Minimum retention: 70%)
- Gold (New Enterprise users per year: 300 · Certified active internal resources: 6 · Minimum retention: 80%)
On the US-dollar rendering of that page, the Learning partnership is USD 990 a year and Ready, Silver, and Gold are each USD 3,950 a year. The same page also shows a euro storefront: EUR 590 for Learning and EUR 2,950 for Ready, Silver, and Gold. That fee is the firm's annual charge to Odoo, paid by the firm, and the storefront currency follows the visitor. Two proposals can cite partner pricing against different fee cards and still be describing the same program.
Odoo's partner plans and pricing list an Enterprise commission of 10% for Ready, 15% for Silver, and 20% for Gold, and an Odoo.sh commission of 50% for official partners. Odoo states it will not take a percentage of partner services, and that partners set their own service fees. A Gold firm earns a larger share of the license. That does not raise or lower the implementation invoice by a published formula. You still negotiate the service fee.
Official partners commit to obtaining Odoo certification, meeting an account manager, assigning dedicated resources to Odoo projects, and acting as first-level support for their clients. Those are program duties. They do not name the consultant who will sit in your design workshops, and they do not test whether that person has configured multi-state sales tax.
Gold is a high bar on new Enterprise users (300 a year) and on retention (80%). A buyer can have a poor project with a Gold firm anyway. One US commenter wrote, "We previously worked with an Odoo Gold partner but had a poor experience" (Odoo 19 upgrade partner recommendations). Read the tier, then ask for the names on your project.
On an official partner card, use the figures that are labeled: average project size in users, largest project, reference count, industry mix, and certified experts split by version (v17, v18, v19). Two Gold cards as they read on Odoo's official partner directory in October 2026: Bista Solutions showed an average project of about 39 users, a largest project near 1,100 users, 246 references, and 80 certified experts. Gray Matter Logic showed an average of about 40 users, a largest project near 500 users, 154 references, and 46 certified experts. Each card also prints a percentage that the page text leaves unlabeled, so it is not a stated retention rate. Do not screen on it as one.
For a 30-user company, both averages sit near your size and both largest projects sit far above it. That is the normal shape of a Gold card. The useful question is who runs the small end. Ask the firm to name the functional consultant who would lead a project at your user count, and put that person in the paid trial described later in this article.
Three published price markets
Do not average these into one US rate. There is no audited national hourly rate in public sources, and the spread is too wide to collapse. Each row below is one publisher's number, as of the month on the source.
Odoo Success Packs
These are prepaid blocks of a dedicated Odoo consultant's time. Returning-customer prices on the USD rendering, October 2026:
- Starter (Hours: 4 · Returning customer: USD 580 · New customer (15% off the first pack only): USD 493)
- Basic (Hours: 25 · Returning customer: USD 3,600 · New customer (15% off the first pack only): USD 3,060)
- Standard (Hours: 50 · Returning customer: USD 7,000 · New customer (15% off the first pack only): USD 5,950)
- Custom (Hours: 100 · Returning customer: USD 12,500 · New customer (15% off the first pack only): USD 10,625)
- Pro (Hours: 200 · Returning customer: USD 25,000 · New customer (15% off the first pack only): USD 21,250)
The same packs on the euro storefront were EUR 587.06, 3,100, 5,500, 9,900, and 19,800 for returning customers, and EUR 499, 2,635, 4,675, 8,415, and 16,830 for new customers. Same products, different storefront. Odoo says 80% of projects in the estimator's sample scope go to production in 200 hours or less, and that above 50 users you should contact Odoo for an in-depth analysis. Both points are Odoo's own claim. Odoo also states a 98% implementation success rate with a Success Pack versus 65% without a pack for self-implementations. Those two percentages are marketing claims on the pricing page, not an independent study.
Performance issues are a separate gate. Odoo says they are usually outside standard code (database tuning, custom-module bottlenecks, or deployment) and are not handled on free support. Odoo requires a Success Pack of at least 50 hours before its performance team will analyze them.
A small US shop's packs
DewWow, in Mukwonago, Wisconsin, publishes Odoo packs at USD 65 per hour on the smallest pack down to USD 50 per hour on the largest. Named packs on that page: 25 hours at USD 1,550, 50 hours at USD 2,900, and 100 hours at USD 5,500. The page says most small projects need USD 1,550 to USD 5,500 of implementation work, licensing is paid to Odoo separately, the buyer pays for meeting time and AI time, and every consultant on the project works in Wisconsin (published pack prices).
Partner-published project bands
Octura publishes fixed bands it says come from more than 100 deployments in the US, Canada, and France: USD 4,950 flat for 1 to 5 users and 3 launch apps in about 3 weeks; USD 18,000 to 28,000 for 6 to 15 users; USD 45,000 to 75,000 for 15 to 40 users with one integration; USD 85,000 to 160,000 for 40 to 100 users; USD 160,000 and up above 100 users. A separate Foundation band is USD 18,000 to 35,000 for a single entity, up to 25 users, core Sales, CRM, Inventory, and Accounting, with no custom code, over 6 to 10 weeks (published implementation bands). Those ranges cover more than the United States. Use them as one vendor's card, not as a US index.
TechUltra's May 2026 country table is wider and aimed at country comparisons: roughly USD 12,000 to 28,000 for a small company (up to 25 users), USD 45,000 to 120,000 for mid-market (about 26 to 100 users), and USD 150,000 to 400,000 above 100 users, excluding licenses, with a partner rate column of USD 120 to 250 per hour. TechUltra names state sales tax (Avalara or TaxJar), 1099 reporting, ASC 606, and multi-entity consolidation as US cost drivers. Those are TechUltra's labels. Odoo's own US localization page documents AvaTax, the 1099 CSV, and NACHA, and it does not document an ASC 606 module or a TaxJar connector. Vendor claims, not invoices.
A 25-user configuration quote, with one pack added
Assume 25 users, of whom 8 need accounting and purchasing configuration. The other 17 need training on standard sales and inventory screens. A bidder prices 50 hours of configuration at USD 150 per hour. That line is USD 7,500.
Odoo's Basic pack, the first pack tied to data-import help, is 25 hours at USD 3,600 for a returning customer. Adding that block to the configuration line is USD 11,100. Nothing in that sum pays for AvaTax, the 1099 wizard, NACHA bank fields, payroll, or a custom module. If the work needs Python, you also leave Odoo Online, and hosting is a separate bill (next section).
Our target for a first usable phase is 8 to 12 weeks. The Foundation band above, for a single entity, up to 25 users, and no custom code, is published at 6 to 10 weeks. Your calendar depends on which lines you include.
License list prices move with Odoo's storefront and were not stable enough to quote as an official per-user figure here. Have each bidder attach the current Enterprise quote from Odoo, and keep it off the services invoice so a cheap license year does not hide a thin implementation.
What US accounting setup includes
When the company country is the United States, the base module l10n_us is part of the default package. The Odoo 19 US localization follows US GAAP as set by FASB and used by the SEC. The chart of accounts uses a GAAP-style structure. The US profit-and-loss report renames generic lines (Revenue becomes Income, Costs of Revenue becomes Cost of Sales) and drops European-style allocations and withdrawals. Confirm the installed package is the United States package before anyone imports an opening trial balance. A Belgian or generic chart will fight your accountant at the first close.
Sales tax
Default US sales and purchase taxes are created with the localization. Rates and what is taxable vary by jurisdiction, so a single sales tax percentage on a demo company is not your filing position. Real-time, address-level calculation is the AvaTax integration (account_avatax). Budget the connector, the Avalara account, and a test of one taxable ship-to in a state where you have nexus. If you will maintain rate tables yourself, say so in the statement of work. Otherwise the bidder will assume a connector you have not priced.
1099 reporting
l10n_us_1099 exports a CSV of payments to non-employees for e-filing through a third party. Someone on your team still adds and removes journal items in a wizard before the file is generated. The consultant should show that wizard on your vendor list: who is marked as a 1099 vendor, which journals count, and who produces the CSV. Filing the form remains outside Odoo.
ACH, checks, and cards
Outgoing US vendor payments can be exported as NACHA files (l10n_us_payment_nacha) after the bank provides Immediate Destination, origin, company identification, and originating DFI values. Collect those four values from the bank before kickoff. Incoming ACH is a payment-provider setup (Authorize.net or Stripe), not the NACHA export. Check printing (l10n_us_check_printing) supports top, middle, and bottom layouts. Pick the layout your check stock uses and print one voided check in testing.
Payroll
US payroll is l10n_us_hr_payroll for federal and related rules, l10n_us_hr_payroll_account for the accounting link, and l10n_us_hr_payroll_adp to export work entries to ADP. None of that is part of the base US accounting package. Many 30-person companies keep payroll in a specialist system and post a journal entry. If that is your plan, write it down so the implementation quote does not quietly include a payroll build, and so go-live does not assume a payroll build you never bought.
A practical test for a short paid trial: one vendor bill paid through a NACHA file, or one taxable shipment calculated with AvaTax. If the consultant cannot run that on a copy of your chart, a full statement of work is early.
Why custom code stalls the next upgrade
The Odoo pricing page describes the Standard plan as Odoo Online: cloud hosting for databases without custom modules. Installing custom modules that contain Python is not allowed on Odoo Online, so upgrade scripts cannot run there. Custom code requires Odoo.sh or on-premise. If a salesperson's fixed price assumes Online, and your warehouse needs a Python module, the hosting plan changes and the fixed price was for a different product.
On an upgrade, custom modules are the customer's, the partner's, or Odoo's job depending on the contract. Odoo's upgrade guide for a customized database says Odoo.sh upgrades the standard database, then updates custom modules from the repository. If a custom module is still installed in the database but missing from the code, the update fails and the upgrade fails. Odoo documents uninstalling unwanted custom modules before the upgrade. The standard upgrade does not rewrite your Python.
A studio field or a one-off report is cheap to add in month two. At the next major version, somebody has to port it, and a module left installed but missing from the repository blocks the whole upgrade. Ask the consultant, in writing, how many custom modules they expect, where the repository will live, and who maintains those modules at the next major version. Put a maintenance line in the quote. Odoo already bills extra monthly charges for maintenance of extra modules or lines of code on Success Packs. If a partner says upgrades are included, ask whether that means the standard database only.
"The key with any upgrade is to ensure you have real test cases to ensure that the upgrade worked" (same US thread). Build those cases while the system is still new: a taxable invoice, a 1099 vendor payment, a NACHA file, a receiving flow. Store them where the next consultant can run them. Another buyer, comparing a large customization estimate, wrote, "They told us it would take 5 months and 800 hours of work to do all the customisations, which is crazy" (partner and freelancer discussion). Run one check on an estimate like that: ask which of those 800 hours change a customer document or a bank file, and which ones standard Odoo already does. Hours in the second group are where the negotiation starts.
Hosting once you leave Odoo Online
The Enterprise subscription does not include Odoo.sh. The pricing configurator, USD, October 2026, lists a worker at USD 72 per month (USD 57.60 on the discounted line), storage at USD 0.25 per month (USD 0.20 discounted), and a staging environment at USD 18 per month (USD 14.40 discounted). One worker plus one staging environment is USD 90 per month at the undiscounted figures, or USD 1,080 over twelve months, before storage. Upgrades and custom-module tests belong on that staging environment, on a copy of the live company.
Freelancer, official partner, or a small firm
The useful split is who is accountable when the functional design is wrong, and whether a second person can pick up the work. A freelancer can be the right hire for a narrow module when you already have someone who knows standard Odoo. A partner badge adds a firm, a retention target, and a first-level support duty. Ask separately for the name of the person who configures your taxes.
Buyers describe the failure mode directly. "We tried a freelancer (off of Fiverr... what could go wrong) and while I am sure they're good at modifications their working knowledge of Odoo as standard was limited" (same thread). Code without standard configuration produces a system that fights the next upgrade and the next bookkeeper. The other failure is a firm that only wants new development. A US buyer wrote, "We are still on the hunt for an Odoo consultant. Most are just not a fit, they either want to do the development or hire someone they know for the development. I have two full stack developers but they do not know Odoo" (freelancer request). If your own developers will write code, hire the consultant who will teach them the ORM, the upgrade path, and the US localization, and who will review their modules. Development capacity you already have does not replace that.
For a company of 20 to 100 people, start with a named functional consultant, a named developer if any custom module is in scope, and a first phase you can stop. How that phase is staffed is the subject of how to choose an Odoo implementation partner. The platform work itself, discovery through support after go-live, is what we scope on Odoo implementation for US companies.
Where Flectic fits
Among the freelancer, partner and small-firm options above, Flectic is the small firm. We are an independent consultancy that implements both Odoo and Microsoft Dynamics 365 for companies of 20 to 100 people in the US and Canada. We hold no certification from either vendor and earn no quota on either, so we have no reason to push Odoo if Business Central fits better.
Choose Flectic if
- You want a named senior consultant to run the design workshops and stay through launch.
- You want US scope such as sales tax, 1099 vendors, payment files and data migration set out in a written plan with a price for each phase.
- You want a free discovery call and a phased plan you approve one phase at a time.
Look elsewhere if
- You need an official Odoo partner badge for a contract or audit.
- Your own developers will build most of the system and you only need a few hours of coaching.
- You have several legal entities across countries, or more than about 100 users.
The scope we propose is on our Odoo implementation page.
How to check the consultant before the full contract
Use a short sequence. Each step is something you can finish in a week.
- Ask for two references in your industry, with a user count near yours, on the Odoo version you will run. Ask each reference what was custom, what the go-live date was against the original plan, and who answered tickets after go-live.
- Require the names of the functional consultant and the developer. The salesperson can stay on the commercial call. The people who will click through your vendor bill should attend the trial.
- Buy a paid trial of one workflow: a vendor bill through NACHA, or a taxable shipment with AvaTax, on a database with your chart of accounts. Pay for it. A free demo uses their sample company.
- Count custom modules in the draft statement of work. If the count is high, ask which of them standard Odoo already does, and which hosting plan the price assumes.
- Ask which legal entity owns the Odoo.com account, the database, and the code repository. Get the answer in the contract. Custom modules follow the contract: they can be yours, the partner's, or Odoo's to maintain. The account owner is who can invite a new consultant when this one is gone.
- Compare the services quote with the exclusion list above. If data migration, US tax, 1099, payments, and custom-module maintenance are missing, send it back before you compare hourly rates.
A USD 50 hour that excludes migration prices a different job than a USD 150 hour that includes a NACHA test and a chart conversion. ERP implementation for a company this size is mostly this comparison: phase boundaries, data, and who is in the room.
Red flags in the proposal and the hour pack
Rebid when the first documents show the pattern below.
If the demo path is missing from the statement of work, name the menu and the field that made you choose Odoo. Forum buyers watched basic features get requoted as custom development after the sale. In the same accounts, a WhatsApp clarification and a missed call were deducted from a prepaid pack. Your contract should define which meetings are billed, whether a missed call is billed, and the minimum time increment. On a 25-hour pack, billed clarifications and missed calls can consume hours before any vendor bill is configured.
Staffing and US scope fail in the same reading. A certified team, with no names, is not a staffing plan: you want the person who has configured l10n_us. A proposal that implements Sales, Inventory, and Accounting in general, and never mentions AvaTax, the 1099 wizard, or NACHA, leaves your accountant to find those gaps around month four. If custom modules are priced as an install and the upgrade paragraph is silent, the next version has no owner.
Prepaid hours have already vanished once. A US buyer wrote, "We blew through the first half of the 25 hour pack on I don't even know what." The same thread describes a heavier case: "On average we have spent 10k to 15k per month on partners for basic maintenance. Not for new dev but to fix the things that break." (support hours thread). Maintenance at that level means the design or the custom code is producing breaks. Fix the scope before you buy another block of hours. After go-live, decide whether you need a retained pack, a partner support contract, or internal admin time. The tradeoffs are laid out under Odoo support options.
What to settle about hours, performance, and the account
Success Pack hours expire after one year. Buying the Pro pack (200 hours, USD 25,000 for a returning customer, or USD 21,250 for a new customer's first pack) does not help if the project stalls and the clock runs out. Match the pack to work you can schedule. Odoo positions the Standard pack (50 hours) as the minimum before its performance team will look at problems, and it will not do that analysis on free support.
If the database is slow, ask whether the cause is standard Odoo, a custom module, database tuning, or the deployment. Odoo says performance issues are usually in those last three. If the answer is to optimize later, and there is no staging environment and no named owner for custom code, the performance bill is only delayed.
Write down the account. You want the company name on the Odoo.com subscription, admin rights held by an employee, and a repository you can hand to the next firm. Official partners owe their clients first-level support. That duty sits with the firm you contracted. If the only admin user is the freelancer's email address, you cannot invite a replacement. For a 20 to 100 person US company, hire the person who will show US taxes, 1099, and payments on your data, name every custom module, and price migration as its own line.
How Flectic can help
A US buyer hiring an Odoo consultant is mostly trying to avoid a thin first quote and a sprawl of paid hours. The checks above work on any firm, including ours.
Flectic implements Odoo for companies of 20 to 100 people in the US and Canada. The discovery call is free, and Flectic then sends a written proposal with a fixed price for each phase before work starts. Ask any firm, us included, to list US tax, 1099, payment files and data migration as their own lines. Our plan is approved one phase at a time.
For a rough first number, Core operations (four to six apps, a basic data import, up to 25 users) has a planning range of $6,000 to $30,000, not a quote. The Odoo implementation page shows the other ranges. To test the paid-trial idea against a real plan, book a free discovery call.

Frequently asked questions
Why are published US hourly rates for an Odoo consultant so far apart?
The public figures are different products. Odoo sells prepaid remote hours, a small Wisconsin shop publishes packs around USD 50 to 65 per hour, and partner marketing pages aimed at US buyers cluster near USD 120 to 250 per hour. Meeting time, travel, data migration, and US tax setup may sit outside the headline hour. Compare the lines, not the rate.
Why is one Odoo quote so much cheaper than another?
A lower hour is not a reason to sign. Shops that publish USD 50 to 65 per hour may still bill meeting time, and a configuration-only quote can omit data migration, AvaTax, 1099 setup, and NACHA. Ask every bidder for those lines before you treat a low rate as the cheaper project. The license is billed by Odoo on top of services.
Why are there so few Gold-tier Odoo partners?
Gold requires 300 new Odoo Enterprise users per year, six certified active internal resources, and 80 percent retention. Silver is 75 new users, three certified resources, and 70 percent retention. A short Gold list is what that sales and retention threshold produces. On a 30-person project, ask for the named consultant and for references at a similar user count.
Which entity owns the Odoo database and the Odoo.com account?
The contract decides who maintains custom modules: the customer, the partner, or Odoo. Put your company name on the Odoo.com subscription and keep an employee as an administrator. Name the code repository owner in the statement of work. If the only admin login is the consultant's email, you cannot hand the system to someone else later.
What if we have custom needs that require development?
Odoo places app customization and development in the Custom Success Pack (100 hours) and the Pro pack (200 hours), not in the 4-hour Starter. Python modules cannot be installed on Odoo Online, so the project moves to Odoo.sh or on-premise, and hosting is a separate monthly bill. Ask how many custom modules are expected and who ports them at the next major version, because a module left installed but missing from the repository fails the upgrade.
What should we do if we have performance issues?
Odoo says performance problems are usually database tuning, a custom-module bottleneck, or the deployment, and it does not handle them on free support. Its performance team requires a Success Pack of at least 50 hours before it will analyze them. Ask your consultant to reproduce the slow step on a staging environment and to name the module or query involved before you buy a larger hour block.
Where can we find a reliable Odoo consultant or freelance developer?
Start from people who will run one of your workflows, not from a ranked list. Ask for two references near your user count and industry, on the version you will install. Require the functional consultant and the developer by name. Pay for a short trial, such as a vendor bill exported to NACHA or a taxable shipment with address-level tax, on a copy of your chart of accounts.
Does an Odoo Success Pack replace an implementation consultant?
A Success Pack is a block of Odoo staff time, from 4 hours to 200 hours, and unused hours expire after one year. Odoo ties data import to the 25-hour pack and customization to the 100-hour pack. Travel is extra, and extra modules carry a maintenance charge. Many US companies still hire a firm for workshops, migration, and localization, then use a pack when they want Odoo itself on a performance or upgrade question.
