ERP consultant near me in Canada: costs and how to choose

Searching for an ERP consultant near me often turns up a directory of firms that serve Canada. A local office helps when someone must walk your warehouse or run a workshop in French. For GST, HST, PST and payroll, a remote Canadian firm is enough when they can show the rules on your shipments and employees. As of October 2026, the CRA GST/HST calculator lists Ontario HST at 13%, Nova Scotia HST at 14%, and Quebec GST at 5% plus a 9.975% provincial tax. Business Central Essentials is CAD 108.50 per user per month on the Canada yearly plan, plus tax, which is the licence line alone.

Public vendor pages do not post a Canadian project fee in CAD. Treat configuration, data migration, training and support after go-live as separate lines, and judge the firm on whether it can post the rate for the province where the goods are delivered.

Does your ERP consultant need to be in your city?

For a company of about 20 to 100 people, most of the design work happens in workshops, configuration and test transactions. Those can run on a video call when the consultant works Canadian hours and can stay on the line through your month-end. A firm in another province can still own the design if the people on the project are named, the hours are scoped, and a reference in a similar tax situation will take your call.

On-site time earns its cost in a few situations. A warehouse, shop floor or receiving dock is faster to understand in person: bin logic, lot labels and the path a picker walks. Quebec French workshops are the other case, because staff need to practice in the language they will use on orders and customer documents. A 31 October 2025 industry roundup puts it this way: "A local consultant can also provide on-site training". Use that line when you need a person in the building. Tax competence still has to show up on a posted shipment.

What decides the hire is narrower than a pin on a map. Ask who configures tax and payroll, how many hours they are on your phase, which references you may call, what the first phase includes, and who owns the configuration and any custom code when the project ends. A badge on a website does not answer those questions. Overlapping time zones matter more than a downtown address: your controller should be able to reach the consultant during the close, in the same working day.

If your sites are in Ontario, start with the detail in ERP consultants in Toronto and Ontario. If you operate in British Columbia or Alberta, use ERP consultants in Vancouver, Calgary and Western Canada. The national test below is the same in both regions. The provincial examples change.

Which cities show up on public lists?

There is no official census of ERP consultancies by city. The same October 2025 roundup names firms in Montreal, Quebec City, Ottawa, Toronto, Mississauga, Cambridge, Calgary, Edmonton, Vancouver, Winnipeg, Halifax and St. John's. Treat that list as a marketing selection. It shows that firms advertise in those cities. It does not show how many consultants work there, or that a city without a named office lacks people who can implement.

PayScale's Canada page for the ERP Consultant job, last updated 29 April 2025 and labeled 2026, links salary views for Toronto, Montréal, Vancouver, Calgary, Edmonton and Ottawa. Those links are a hint that employed consultants report pay in those markets. The average base on that page is CAD 78,976, with a base range of about CAD 59,000 to CAD 110,000, from 78 profiles. Total pay on the same page runs about CAD 59,000 to CAD 120,000. Those amounts are employee earnings. A client invoice for implementation is a separate document you get from the firm.

For hiring, city lists are a starting directory. The test is still a worked invoice, a payroll employee and a reference who filed under the same provincial pattern you have.

Which Canadian rules should you test on a proposal?

A firm that has only implemented US sales tax will miss the Canadian file in predictable places. Use the table as a script. Ask the bidder to show each row on a copy of your company, or on a sandbox loaded with your items, customers and employees. A slide that names the rule is weaker than a posted document.

  • Place of supply (What to make them show: A Vancouver shipment delivered in Toronto posts 13% Ontario HST · What a miss looks like: GST plus BC PST on an Ontario delivery)
  • Nova Scotia rate (What to make them show: HST at 14% for supplies on or after 1 April 2025 · What a miss looks like: A tax code still at 15%)
  • Quebec provincial tax (What to make them show: GST at 5% plus the 9.975% provincial tax on the CRA table · What a miss looks like: A single HST-style combined code)
  • Self-assessed PST (What to make them show: PST calculated when the vendor has no presence in a PST province · What a miss looks like: Provincial tax left off the purchase)
  • HST on the invoice (What to make them show: The combined HST rate, not federal and provincial parts split out · What a miss looks like: GST and a provincial line on an Ontario invoice)
  • Province of employment (What to make them show: The establishment where the employee reports for work, under the policy effective 1 January 2024 · What a miss looks like: Tax tables based on the employee's home address)
  • Quebec payroll (What to make them show: QPP instead of CPP, plus QPIP, when the province of employment is Quebec · What a miss looks like: CPP taken because the employee lives in Ontario)
  • 2026 CPP ceiling (What to make them show: Maximum pensionable earnings CAD 74,600, basic exemption CAD 3,500, rate 5.95%, maximum contribution CAD 4,230.45 each for employee and employer · What a miss looks like: A prior-year ceiling still in the setup)
  • Francization headcount (What to make them show: Registration path once 25 persons have been employed for six months, in force since 1 June 2025 · What a miss looks like: A scope note that still uses the old 50-person line)
  • French in operations (What to make them show: A plan for staff to work in French and for customer communication in French · What a miss looks like: English-only documents for a business operating in Quebec, with no owner)
  • GIFI (What to make them show: One GIFI code per account, with balances exportable for tax software · What a miss looks like: Accounts with no code at year-end)
  • Canadian EFT file (What to make them show: CPA Standard 005 fields that match the bank's originator setup · What a miss looks like: A generic payment file the bank will not import)

Rates in the first rows come from the CRA calculator as of October 2026. Payroll ceilings come from the CRA CPP rates page for 2026. The francization headcount is section 139 of the Charter of the French language.

Run the demo on your data. A clean sample company that only sells inside Alberta will not show whether the same database can deliver into Nova Scotia.

How does place of supply change the tax you charge?

The rate follows the place of supply. For delivered goods, that is the destination. CRA's charge-and-collect guidance uses two retail cases you can copy into a test script.

A store in Vancouver that delivers a mattress to Toronto charges 13% Ontario HST. A store in Winnipeg that delivers a laptop to Nova Scotia charges 14% HST. If that Nova Scotia customer instead picks the laptop up in Manitoba, the Winnipeg store charges 5% GST plus Manitoba PST of 7%. The ship-to and the pickup are different tax results on the same item.

As of October 2026 the calculator's provincial picture is:

  • Alberta, Northwest Territories, Nunavut, Yukon: GST 5%, PST 0%
  • British Columbia, Manitoba: GST 5% plus PST 7%
  • Saskatchewan: GST 5% plus PST 6%
  • Quebec: GST 5% plus a 9.975% provincial tax (CRA's table labels that column PST)
  • Ontario: HST 13%
  • Nova Scotia: HST 14% (provincial portion 9% from 1 April 2025)
  • New Brunswick, Newfoundland and Labrador, Prince Edward Island: HST 15%

Nova Scotia is the rate that stale configurations get wrong. From 1 October 2016 through 31 March 2025, Nova Scotia HST was 15%. It fell to 14% on 1 April 2025. Any proposal dated after that change should show the 14% code on a Nova Scotia delivery.

Invoice content is part of the same setup. On invoices to GST/HST registrants, the supplier must show the GST/HST rate and either separate the tax or state that the total includes it. If HST applies, show the combined HST rate. Do not print the federal and provincial parts as two taxes. Records that support the return are generally kept for six years, so the tax detail has to remain readable on the posted document after it is filed.

Purchases have a second trap in provinces with PST. Microsoft describes a Canadian case where a vendor with no business presence in the province charges GST or HST only, and the purchaser must still calculate and pay PST. In Business Central that self-assessed PST can post when you select a provincial tax area code that includes only PST, as documented in Reporting GST/HST in Canada. Ask for that purchase on the demo: an out-of-province vendor, a BC or Manitoba receipt, and a PST amount you can tie to the return.

Odoo 19's Canada localization states the same delivery principle: tax follows the province where delivery occurs. A customer who picks up goods in the seller's province should not have the destination province set as their fiscal position. Have the bidder change one customer from delivery to pickup and show the tax lines move. The Odoo 19 Canada documentation is the page to sit beside that test.

What does Quebec change for tax, payroll and language?

Quebec adds a provincial tax, a different pension plan and French-language duties. The provincial tax on the CRA calculator is 9.975% on top of 5% GST. Payroll diverges as well. If the province of employment is Quebec, the employer deducts QPP contributions instead of CPP, and also deducts QPIP, even if the employee lives in another province or territory. That rule is on CRA's province of employment page.

Province of employment depends on where the employee reports for work at an establishment of the employer. A home office is generally not an establishment of the employer. CRA's remote-work administrative policy is effective 1 January 2024. Assume a designer who lives in Ottawa and reports for work at your Montreal office: the province of employment is Quebec, so QPP and QPIP apply. Assume another employee who works only from a home office: do not guess the province from the kitchen table. Have payroll walk the attachment test on that person before you load the employee record.

CPP outside Quebec still has to be current. For 2026 the maximum annual pensionable earnings are CAD 74,600, the basic exemption is CAD 3,500, and the employee and employer rate is 5.95%. The maximum annual contribution is CAD 4,230.45 for the employee and the same amount for the employer. A second additional contribution, CPP2, applies on earnings above that year's maximum pensionable earnings and has been in force since 1 January 2024. Assume an Ontario employee paid CAD 80,000 in 2026. Pensionable earnings hit the CAD 74,600 ceiling, so the employee CPP deduction reaches the CAD 4,230.45 maximum, and earnings above the ceiling are where CPP2 is assessed. Have payroll show the CPP2 line from the current deduction tables on a sample pay dated in 2026.

Language duties sit beside the tax setup, and they are statutory. Section 1 of the Charter of the French language, as amended by the 2022 Act respecting French (Bill 96, S.Q. 2022, c. 14), states that French is the official language of Québec and the only common language of the Québec nation. Section 4 gives workers the right to carry on their activities in French. Section 2 gives every person the right to be communicated with in French by enterprises doing business in Québec. Those provisions are in the consolidated Charter. Since 1 June 2023, Québec states that the civil administration provides services exclusively in French unless the Charter allows another language and the body chooses to use it.

Headcount changed on 1 June 2025. An enterprise that employs 25 persons or more for six months must register with the Office québécois de la langue française within six months after that period, then send a linguistic-situation analysis within three months of the registration certificate. From 1 June 2022 until that change, the threshold was 50 persons. A Quebec employer with 30 people was under the old headcount line and meets the new one once the six-month employment period is satisfied. Build the registration deadline into the project calendar if you are crossing 25 during implementation. The wider operating picture is in Quebec French language requirements for ERP.

Business Central is available in Canada with environment abbreviation CA and Azure geography Canada. Microsoft provides English (Canada), locale en-CA, and French (Canada), locale fr-CA, as application language apps. Ask the consultant to switch a sales invoice, a customer-facing statement and the training material to fr-CA on your data. Login screens in French, with invoices still in English, will not match the right of a worker to carry on activities in French or the right of a person to be communicated with in French.

What do the Canadian editions of Business Central and Odoo include?

Both products ship a Canada localization. The consultant's job is to turn that localization on for your provinces, items and banks, then prove it. Microsoft's Canada local functionality page, dated 4 February 2025, includes sales tax and GST/HST reporting, unrealized sales tax, use tax and purchase tax, deposits, electronic bank-file payments, and GIFI codes. The same page lists no upcoming Canadian regulatory features under investigation. Treat that page as a feature inventory dated 4 February 2025. A later rate change, such as Nova Scotia's move from 15% to 14%, still needs a test in your company.

The CRA uses GIFI codes to collect and process financial and tax information electronically. In Business Central, multiple accounts can share one GIFI code, but each account has only one, and balances can be exported to Excel for tax software. A useful acceptance test is to export the mapping, hand it to the person who prepares the corporate return, and confirm every balance-sheet account they care about has a code. The steps are in Microsoft's GIFI codes article.

Have the bidder show a pay run for one employee in your province of employment, including the CPP or QPP result, and show where that result is reviewed before it is filed. A label on a slide is weaker than that pay run.

Odoo 19's Canada localization (l10n_ca) ships a Canadian chart of accounts, default fiscal positions for every province and territory plus International, preconfigured sales and purchase taxes, Canadian balance sheet and profit-and-loss report variants, Canadian cheque layouts, and CPA Standard 005 EFT batch payments. Canadian EFT on that page is specific: a company short name of at most 15 characters, a 5-digit destination data centre, a 10-digit originator ID, and a file creation number from 1 to 9,999. After the bank imports the file, processing may take up to 48 hours. Put those four identifiers on the bank's form during the project, and schedule the first live file early enough that a 48-hour bank cycle does not land on payday with no backup.

Fiscal positions are only as good as the customer record. If sales staff type the customer's head office and the goods ship elsewhere, the tax will follow the wrong province. Make ship-to address a required field on any order that leaves your province, and review fiscal position on the pickup customers separately, as Odoo's documentation warns.

Licence choices sit on top of this localization. The Canada English Business Central pricing page is where the user prices below are published. How a phased rollout uses that product is covered on our Business Central implementation page. The matching Odoo scope, including fiscal positions and bank files, is on our Odoo implementation page. How to choose an Odoo partner in Canada walks the selection questions that are specific to Odoo.

What do licences cost in 2026, separate from services?

As of October 2026, Microsoft's Canada page lists Business Central user prices in Canadian dollars, paid yearly, plus applicable tax. Microsoft says displayed prices are informational and the checkout price can differ. The page also says: "Contact a partner to purchase or to get an assessment, consulting services, or additional pricing."

  • Essentials (Price as of October 2026: CAD 108.50 · Basis: Per user per month, paid yearly, plus applicable tax)
  • Premium (Price as of October 2026: CAD 149.20 · Basis: Per user per month, paid yearly, plus applicable tax)
  • Team Members (Price as of October 2026: CAD 10.90 · Basis: Per user per month, paid yearly, plus applicable tax)

A 30-day trial is free. Assume 8 users on Essentials and 17 users on Team Members, 25 users in total. That split is an assumption about roles. Confirm each role against Microsoft's licence rules before you buy. At the yearly-plan rates, 8 times CAD 108.50 is CAD 868.00 per month, and 17 times CAD 10.90 is CAD 185.30 per month. Together that is CAD 1,053.30 per month, or CAD 12,639.60 for the year, before tax. If those same 25 users all needed Essentials, the licence line would be 25 times CAD 108.50, which is CAD 2,712.50 per month, or CAD 32,550.00 for the year, before tax. The gap between those two assumptions is CAD 19,910.40 a year. It is large enough to settle role by role, and it is still only the licence.

Odoo's public pricing page lists Standard at USD 31.10 per user per month for the first year on initial users, and USD 38.90 after that initial-user discount. Custom is USD 61.00 per user per month for the first year on initial users, and USD 76.20 per user per month undiscounted, billed yearly. Billing in those figures is yearly. One app is free for unlimited users. Implementation is not included. Do not translate these amounts into Canadian dollars yourself. Ask Odoo or the bidder for the currency on your quote.

Assume 25 initial users on Standard at the first-year price of USD 31.10. That is USD 777.50 per month, or USD 9,330.00 for the first year, before any hosting extra on Custom. After the initial-user discount ends, the same 25 users at USD 38.90 are USD 11,670.00 per year. A company that needs only one app can stay on the free app. Most distributors crossing from accounting software into inventory, purchasing and invoicing will be past that one-app line. Confirm the app count on your process list.

Odoo Success Packs, also priced in US dollars, come in 4, 25, 50, 100 or 200 hours. New-customer prices shown are USD 493, USD 3,060, USD 5,950, USD 10,625 and USD 21,250, described as 15% off the first pack. Returning-customer prices are USD 580, USD 3,600, USD 7,000, USD 12,500 and USD 25,000. Onsite consulting lists travel time and travel expenses as extra. Odoo says companies under 50 employees usually use these packs, and writes that "Mid-size and large companies (>50 employees) usually work with a partner who offers local project management services". A 40-person company and an 80-person company can both be inside a 20 to 100 person market and still fall on different sides of that line. A pack is a block of hours. Name tax, payroll and French documents in the statement of work when they are in scope.

  • 4 (New-customer price: USD 493 · Returning-customer price: USD 580)
  • 25 (New-customer price: USD 3,060 · Returning-customer price: USD 3,600)
  • 50 (New-customer price: USD 5,950 · Returning-customer price: USD 7,000)
  • 100 (New-customer price: USD 10,625 · Returning-customer price: USD 12,500)
  • 200 (New-customer price: USD 21,250 · Returning-customer price: USD 25,000)

Prices in that table are the US dollar amounts on Odoo Success Packs as of October 2026. Subscription figures above them are from the Odoo pricing page on the same date.

The licence pages and the Success Pack page price software and hour blocks. They leave the Canadian project fee to the proposal. Ask each bidder to price data migration, configuration, training, go-live support and post-go-live support as its own line, in CAD, with travel separate. Set those lines beside the licence or subscription when you compare firms. The PayScale average of CAD 78,976 is employed-consultant base salary from the survey cited above.

What should you ask a reference in your own province?

Call a reference who files in a pattern close to yours. A happy reference that only sells inside Alberta will not tell you whether interprovincial deliveries were right.

  1. Ontario. Ask them to walk an invoice delivered into Ontario that shows 13% HST as one combined rate, and a second invoice shipped from Ontario into another province where the rate changed with the destination. Ask who stayed on payroll year-end and who answered calls in the two weeks after go-live.
  2. British Columbia, Manitoba or Saskatchewan. Ask to see GST and PST on a local sale, and a purchase where the vendor was not present in the province and PST was still calculated. Ask whether use tax or self-assessed PST was part of the first return after go-live, and who reviewed it.
  3. Quebec. Ask to see the 9.975% provincial tax beside 5% GST, a document staff use in French on a normal workday, and a pay stub that shows QPP and QPIP for an employee whose province of employment is Quebec. Ask whether francization registration was in the project plan if they were at or above 25 employees.
  4. A team spread across provinces, including fully remote people. Ask how the reference applied the province-of-employment test after the 1 January 2024 remote-work policy, and whether a home office was treated as an establishment. Ask for one employee whose home province and province of employment differ.

Then ask each reference the same three operating questions. How many of the named consultants on the proposal worked the file? What was left unfinished at go-live? What did the first GST/HST or payroll filing look like, and who sat with them while they filed it?

How do you hire and phase the work?

Shortlist two or three firms and give them the same brief: a list of provinces you ship to, a list of provinces of employment, whether any entity operates in Quebec, a sample of ten invoices, and one payroll register with personal data removed. Ask for a fixed-scope first phase that posts those invoices and that payroll, migrates open items, and trains the people who close the month. Later phases can add manufacturing depth, extra warehouses or customer portals once the filings match.

Score the replies on named people, hours by workstream, references you can call, a phase plan with a stop point, and a written note on who owns the configuration and custom code. Hours buried inside one combined fee are harder to compare than a migration line you can resize if your item master is dirty.

Our ERP implementation service is built around that kind of first phase for companies in the 20 to 100 person range, on Business Central or Odoo. Our target for a first usable phase is 8 to 12 weeks. The calendar still moves if the chart of accounts, open orders or French documents are late when configuration starts.

Bring the fit-check answers, one problem invoice and one employee whose province of employment is not obvious. The call is there to order the work and to price the lines. It is a working session on your file.

Frequently asked questions

How does CRA decide the province of employment for a fully remote employee?

Province of employment depends on where the employee reports for work at an establishment of the employer. A home office is generally not an establishment of the employer. CRA's remote-work administrative policy has been in effect since 1 January 2024, so have payroll walk that attachment test before you load the employee. If the province of employment is Quebec, the employer deducts QPP instead of CPP, and also deducts QPIP, even when the employee lives elsewhere.

What does a Business Central or Odoo implementation cost in CAD in 2026, separate from the licence?

As of October 2026, Business Central Essentials is CAD 108.50 per user per month on the Canada yearly plan, Premium is CAD 149.20, and Team Members is CAD 10.90, each plus tax. Odoo publishes subscription and Success Pack prices in US dollars, and implementation is not included in the subscription. Ask each bidder to price migration, configuration, training, go-live support and later support as separate CAD lines, with travel extra.

Will the ERP screens, documents and training be available in French for Quebec staff?

Business Central provides English (Canada) and French (Canada) as application language apps, locales en-CA and fr-CA. Ask the consultant to switch a sales invoice, a customer statement and the training material to French on your company data. Workers have the right to carry on their activities in French, and enterprises doing business in Quebec must be ready to communicate with people in French. Login screens in French with English invoices still leave that duty open.

Does a Quebec company of about 25 people have to register with the Office québécois de la langue française?

Since 1 June 2025, an enterprise that employs 25 persons or more for six months must register with the Office québécois de la langue française within six months after that period. It must then send a linguistic-situation analysis within three months of the registration certificate. From 1 June 2022 until that change, the threshold was 50 persons. The six-month employment period has to be met before the registration window starts.

What should I ask a reference in my own province about tax, payroll year-end and go-live support?

Ask an Ontario reference to show 13 percent HST as one combined rate and a delivery into another province where the rate followed the destination. In British Columbia, Manitoba or Saskatchewan, ask for GST plus PST and for a purchase where provincial tax was still calculated. In Quebec, ask for the 9.975 percent provincial tax, a French document staff use, and QPP plus QPIP. Then ask who filed the first return and who answered calls in the two weeks after go-live.

How do I check that a consultant can set up GST, HST, PST and QST for the provinces I ship to?

Give the bidder two of your own deliveries and one pickup. A Vancouver shipment delivered in Toronto should post 13 percent Ontario HST. A Winnipeg shipment delivered in Nova Scotia should post 14 percent HST on or after 1 April 2025, while a Manitoba pickup of the same item should post 5 percent GST plus 7 percent Manitoba PST. For Quebec, expect 5 percent GST plus the 9.975 percent provincial tax on the CRA table. Have them post the documents during the demo.
